State of Massachusetts Director of Digital Governance and Policy in Boston, Massachusetts

TheExecutive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. /_About the Massachusetts Digital Service (Mass Digital)_/ // TheMassachusetts Digital Service (Mass Digital), a division of EOTSS, partners with organizations across state government to transform how residents, visitors, businesses, and government agencies interact with the Commonwealth. We are hiring aDirector of Digital Governance and Policyto improve the design and delivery of state services through the development and implementation of statewide digital policies and standards. Mass Digital has established its track record of delivery through recent work with the Department of Family and Medical Leave (DFML) and during the COVID-19 pandemic. We helped DFML launch the Commonwealth’s first digitally native service, Paid Family and Medical Leave and PaidLeave.mass.gov. During the pandemic, we supported the Department of Unemployment Assistance in expanding their capacity to process unemployment claims in multiple languages and designed content for rapidly evolving pandemic unemployment benefits. We also supported the Department of Public Health and Command Center in launching and operating the state’s vaccine preregistration system. Now, we’re turning our attention to implementing a vision of statewide digital experiences that are more accessible, simple, and secure:the Commonwealth Digital Roadmap. Our roadmap calls for transforming state services so that they meet the diverse needs of the people we serve. We’ll achieve this through initiatives to create a single identity and profile for users of Commonwealth services, expand channels of communication, and improve people’s integrated experience across different state services. We will develop new products and services, establish new policies and standards, and build capacity within agencies. To make this vision a reality, we need to grow our capacity to develop, communicate, and implement digital policies and standards across state agencies. /_About the Role_/ // We are looking for aDirector of Digital Governance and Policyto advance our roadmap and vision for improving users’ end-to-end experiences with state services.You will work closely with the Chief Digital Officer and Deputy Chief Digital Officer to develop a digital governance and policy framework that sets high standards for the usability and accessibility of state services, increases trust with those we serve, and protects their digital rights. You will collaborate with a cross-functional team of product managers, UX and service designers, engineers, architects, legal, privacy, risk management and security staff and business leaders to refine best practices and translate those to new policies and guidelines. You will build strong relationships with our agency partners to implement new policies and guidelines while identifying ways to make adoption easy. Duties and Responsibilities: * * /Objective #1: Establish and implement a vision for digital governance and policy./ * Establish and implement an enterprise digital governance program and policy framework. * Maintain an active roadmap that evolves the program and framework to be increasingly holistic, encompassing topics such as customer experience, design, content, accessibility, language access, digital ethics, collection of constituent data, and web domains. * Collaborate with governing and advisory bodies such as the CIO Council, the CISO Council, and the Data Steward Council to gather feedback, gain buy-in, and ensure cross-enterprise coordination. * Stay up to date and ensure that the digital policy framework accounts for the latest state and federal policies and guidelines and seminal frameworks (e.g., WCAG, NIST, ISO, etc.). * Identify regulatory developments and market trends that will affect digital governance and update plans based on future expectations. * Evaluate the effectiveness of policies, standards, and guidelines; draw insights and identify opportunities to improve enterprise governance operations. * * /Objective #2: Drive adoption of policies, standards, and guidelines./ * Ensure that Mass Digital, EOTSS, agency partners and vendors have a shared understanding of the digital governance program’s vision, goals, and metrics, and everyone’s respective role in enterprise digital governance. * Educate our partners about our enterprise policies through presentations, workshops, documentation, guides, and feedback. * Develop and provide support that make it easy for our partners to adopt our policies and guidelines and, ultimately, meet and exceed our standards for digital service delivery. * Manage day-to-day policy enforcement processes and find ways to improve these processes. * Consult with leadership, business, and technical teams at partner agencies and within Mass Digital and EOTSS on complex digital service delivery projects. * Participate in funding planning processes to ensure digital-related initiatives align with our policies and standards. /Objective #3: Act on opportunities to scale our impact and build capacity/ * Recommend and drive the development of new enterprise digital policies, standards, and guidelines. Work with Mass Digital functional leads and product managers to refine our best practices and, where appropriate, translate those into new policies, standards, and guidelines. * Identify new mechanisms to improve early awareness, adoption, and enforcement, such as through procurement, contracting or budgeting processes. * Work with our partners to establish in-house digital governance to improve ownership and accountability. * Keep abreast of digital governance best practices and bring them back into our organization. * Continually seek out new practices or tools that could improve the way we work. * As the governance program matures, spearhead recruiting a small team of digital policy practitioners, providing mentorship, guidance, and feedback. * * Preferred Knowledge, Skills, and Abilities: * A minimum of seven (7) years of progressive experience in digital governance or digital service design and delivery. * A minimum of three (3) years of relevant leadership experience, with an adaptive, empathetic, and collaborative leadership style. * Expertise with digital governance, policies, standards, or guidelines. Areas of knowledge that would be an asset include understanding of digital government, accessibility, equity, and human rights related to government policy or technology,privacy, and information security. * Enthusiastic about solving problems facing public-sector agencies and promoting equitable access to public services. * Experience developing and implementing governance frameworks. * Experience developing, scaling the adoption of, coordination of, and enforcing policies, standards, guidelines, or best practices. * Ability to develop excellent relationships, including managing senior stakeholders, business managers, and technical experts. * Ability to solve complex problems involving multiple organizations, processes, cultures, and technologies. * Self-motivated with the ability to prioritize tasks and manage competing demands in a fast-paced environment. * Excellent communication skills (oral and written) and presentation skills to foster clear and empathic communication with team members, users, and other stakeholders at all levels. * Familiarity with facilitating meetings with cross-functional project teams. * Experience working in an agile environment and familiarity with collaboration tools (e.g., Jira, Office365, Miro, SharePoint) * Prior experience in a public sector setting is a plus. * Familiarity with government processes and procedures, including procurement, contracting and/or IT is a plus. * Experience developing and operating digital products and services within a regulated environment a plus. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
