The Financial Services Department is looking to hire a Senior Financial Program Manager. Reporting to the Financial Services Department Head, this position will serve as the principal Finance resource responsible for oversight and coordination of the Financial Management Review (FMR) with the DoD Executive Agent (or designated representative) and interface with the Air Force and Government Sponsors on budgeting, obligation, and expenditure activities associated with the execution of research and development projects. Familiarity with cost estimating principles and knowledge of DCAA policies and procedures is required. Strong working knowledge of DoD Financial Management Regulations, DoD Fiscal Policy, and the DoD Planning, Programming, Budgeting, and Execution (PPB) process for research and acquisition portfolios is required.

Position Summary:

  • Development and coordination of the Laboratory’s input to the Government Financial Management Review

  • Primary interface with the Government designated representative for coordination of the content and logistics associated with the Financial Management Review

  • Interface with Laboratory staff including other members of Financial Services, Technology and Contracts Office, Program Support Office, Division and Department business community to plan and gather input and prepare presentation materials for the Financial Management Review

  • Manage a small staff of finance professionals coordinating funding activities between the research divisions and the Government and interface with Air Force administrative counterparts.

  • Provide DoD regulatory and fiscal policy expertise and guidance on all financial matters in particular those relating to budgeting, funding, execution, property, and finance contractual requirements

  • Provide leadership and expertise on areas of changes related to fiscal regulations/policy and FAR/DFAR that impact the Laboratory financial operations or FFRDCs in general


  • Government financial management and leadership experience related to DoD acquisition programs and contracts

  • Expertise in DoD Financial Management Regulations and Fiscal Policy

  • DAWIA (Defense Acquisition Workforce Improvement Act) Certification or equivalent for Business-Financial Management Level III preferred, level II equivalency required, Program Management experience Level III desired.

  • Knowledge of the Federal Acquisition Regulations(FAR) and Defense supplements required

  • Knowledge of the Government Planning, Programming, Budgeting and Execution (PPBE) process is required

  • Knowledge of cost estimating techniques and Government oversight and audit policies

  • Masters Degree preferred, preferably in Accounting/Business Management

  • Minimum of 8 years of directly related experience required

  • Knowledge of Government budgeting and funding process is required and experience in a DoD research, acquisition and contracting environment is preferred

  • Knowledge of federal financial environments, fiscal law, and operations is required, DoD experience preferred

  • Excellent interpersonal and communication skills are required

  • Experience in managing staff required

  • Ability to obtain and maintain a government security clearance
