ManagerProgram Contracts, Early Warning Radar Programs RaytheonIDS – Mission Systems & Systems; Woburn, MA The Manager Program Contracts role is responsible foremerging Domestic & International Early Warning Radar (EWR) opportunities. The individual will beintegrated as part of the core EWR capture team and support all aspects of thevarious capture activities. The rolewill also be responsible for the pending Universal Solid State Module (USSM)Air Force competitive opportunity which is a key program to support moduleupgrades for existing and new upgrades for Early Warning Radar programs. The role will also be responsible for the Global Joint LandAttack Cruise Missile Elevated Netted Sensor System (JLENS) domestic programsand international DCS/FMS capture opportunities (MENA Region). Along with the domestic rebrandinginitiatives for Persistent Elevated Sensor for Maritime Tracking andidentification. This position is accountable for the contracts relationshipwith International customers, the US Air Force, US Army, Defense ContractManagement Agency (DCMA), and other US Government and other US Government andindustry customers and teammates. Focusis on the capture of significant international and domestic business opportunities,as well as ensuring flawless execution of the existing major programs. The Manager of Program Contracts will be experienced inworking effectively with multiple Program Director(s) in support of programgoals, proposal development and submission, negotiation, contract compliance,managing contractual issues, and applying overall business acumen to theperformance and growth of the product area. Please note thatrelocation support will be provided for the applicant of choice if they areeligible per company policy – budget will be capped at $15,000.00 Required Skills: Minimum 10 years’ experience in domestic & international contracts management or related business discipline Proficiency in contracts "common body of knowledge" (i.e. FAR, DFARS, ITAR, EAR, TINA, EVMS, FPIF, etc.) Flexible and able to multi task while delivering timely, high quality products Experience negotiating contract terms, conditions and change management Excellent interpersonal & communications (written and oral) skills Strong organizational skills Security Clearance - Secret - Existing Desired Skills: Demonstrated business acumen with the ability to clearly recognize risk elements in business transactions eith respect to cost management, earned value, funding management, reporting, etc. Experience researching compliance issues, applicable regulations and laws, and formulating recommendations to management Experience working sole source and competitive domestic and international acquisitions Knowledge and experience with the Foreign Military Sales (FMS) process and Direct Commercial Sales (DCS) Experience building and developing effective customer relationships Experience supervising or mentoring others NCMA certification (CPCM and CFCM) Required Education (including Major): Bachelor's Degree (BA, BS) in Business Management or Administration, Finance, Political Science or another relevant field 98558
