State of Massachusetts Deputy Chief Information Officer in 10 Park Plaza, Massachusetts

MassDOT is responsible for developing, implementing, and coordinating transportation policies and projects for the Commonwealth of Massachusetts and to efficiently plan, design, construct, and maintain a safe statewide transportation system which effectively meets the transportation needs of the Commonwealth. MassDOT’s divisions include: Highway, Aeronautics, Registry of Motor Vehicles, Rail & Transit, and Planning & Enterprise Services. There are approximately 3,600 employees across the organization. _About the Role:_ The Deputy Chief Information Officer (DCIO) oversees the Application strategy, development and support for MassDOT Highway, Registry of Motor Vehicles (RMV), Aeronautics and Shared Services (Human Resources, Audit, Legal, etc.) Applications. In addition, the DCIO also manages the Database Administration team which provides support for all of MassDOT. The DCIO is responsible for providing the IT application and development vision to complement the business vision of all departments with the DOT. This includes leading the planning, assessment, development, and support of the application portfolio and ensuring it is aligned and enabling the business areas to meet their goals. The Deputy CIO provides leadership in the MassDOT project approval and oversight processes to ensure adherence to enterprise standards and architecture requirements thereby helping to create a more effective and efficient IT environment in support of MassDOT. Champions the appropriate use of platforms across MassDOT including Salesforce and ServiceNow to reduce the technology footprint and make the most effective use of all IT resources. _Responsibilities_ * Work with the SCIO to develop the IT application strategy, plans, enterprise standards and guidelines for MassDOT departments and agencies * Provide the IT application vision to complement the business vision of MassDOT * Lead the development of an application roadmap that enables the success of IT strategic initiatives and aligns with the goals and strategy of the business areas * Manage communications, outreach, and education program to ensure agencies understand and comply with MassDOT IT and EOTSS standards, guidelines, and architecture * Provide technology consulting and expertise for all significant IT Projects from inception to identify potential solutions, best practices, and patterns for delivery and architecture adherence * Lead the planning, assessment, development, and support of application portfolio * Direct all efforts related to the strategy, design and development of application solutions, SaaS (software as a service) and COTS (computer off the shelf) implementations. * Work with the MassDOT IT PMO to develop consistent, standardized development processes and ensure they are consistently applied and updated on a regular basis * Work with MassDOT IT Leadership to prioritize initiatives across work areas and develop effective resource planning * Participate in the definition of objectives and accountabilities that result in integration, implementation, and execution of shared services across the MassDOT IT groups * Research emerging technology trends and recommend adoption strategies for the MassDOT * Foster a strong customer service mind-set throughout the IT team and be a champion for thought leadership and innovation * Engage with business stakeholders to align and prioritize current and future IT initiatives * Manage all client expectations with respect to IT application development projects * Manage personnel in area including hiring, motivating, and developing staff and performing annual performance evaluations _Required Knowledge, Skills & Abilities:_ * 10 years of progressive IT management experience with proven expertise in implementing major change and delivering solutions to meet business needs * 8 years of experience in IT application management * Experience leading and building high performance teams by promoting values, ideas and achieving consensus as well as coaching and mentoring skills * Proven ability to work effectively with all levels within the organization * Demonstrated competency in strategic thinking and leadership * Ability to facilitate group discussions, manage conflicts and reach resolutions * Demonstrated experience in managing resources to meet goals across multiple projects * Exemplary technology leadership skills * Expert project management and organizational leadership skills, including the ability to identify, manage and mitigate risk * Proven ability in managing key strategic vendors * Bachelors degree in information systems, business or engineering or equivalent experience * Excellent communication and customer service skills * Direct experience managing a significant IT budget * Experience identifying and implementing platform based solutions MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
