State of Massachusetts Senior Director of Operations in 10 Park Plaza, Massachusetts

The Massachusetts Department of Transportation (MassDOT) takes great pride in connecting the Commonwealth’s residents and communities. MassDOT is responsible for developing, implementing, and coordinating transportation policies and projects for the Commonwealth of Massachusetts and to efficiently plan, design, construct, and maintain a safe statewide transportation system which effectively meets the transportation needs of the Commonwealth. MassDOT’ s divisions include Highway, Aeronautics, Registry, Rail & Transit and Programs & Planning. There are approximately 3,600 employees that work in the department. In addition, the Massachusetts Bay Transportation Authority (MBTA) and Regional Transit Authorities (RTA) are subject to oversight by MassDOT. MassDOTis seeking to hire aSenior Director of Operations *who will be responsible for ensuring the performance, security, and reliability of the end user technology across MassDOT. This includes desktops, laptops, tablets, printers, and phones. The incumbent of this role will manage Service Desk and Desktop Engineering teams, oversee small to large technology projects, and collaborate with technical and non-technical teams to meet the needs of the business and end users.The successful candidate will have the ability towork cross-functionally with different business and technology groups to understand needs. This candidate will perform project management duties for small to mid-size projects, including the creation of detail project plans and execution of the plans to the successful completion of the project, on time and on budget.TheSenior Director of Operations reports to the Chief Technology Officer and will need to be comfortable working with senior executives and managing individuals and other managers. The primary work location for this role will be at10 Park Plaza, Boston, MA 02116.The work schedule for this position isMonday thru Friday, 9AM to 5PM EST. Up to 5% travel, on-call, and weekend support may be required.The majority of time will be spent working from a home location; however, this position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. *Responsibilities: * Direct Service Desk and Desktop Engineering teams to meet internal customer requirements by enhancing, supporting, and maintaining end user equipment. * Work with the Security Team to ensure endpoint vulnerabilities are remediated quickly and all devices are regularly patched. * Ensure teams meet service level expectations, including responding outside normal business hours where necessary. * Support the business needs in location moves and renovations for offices, RMV service centers, and Highway depots. * Work cross-functionally with different business and technology groups to understand needs. * Work with the Executive Office of Technology Services and Security (EOTSS) to create standards for end user technology. * Develop & implement metrics/SLAs to monitor performance and efficiency. * Manage performance and professional development of staff, including performance reviews, feedback, coaching, and training to maximize team performance. * Approve time and vacations, and complete performance reviews on schedule. * Clearly define team member roles and responsibilities and eliminate single points of failure within the team through cross-training and knowledge sharing. * Ensure that team members understand and follow all applicable MassDOT and EOTSS policies. * Understand and respect the collective bargaining agreements (CBA’s). * Ensure environments are compliant with all MassDOT and EOTSS security directives. * Participate in audit compliance efforts (e.g., PCI) and ensure that remediation is completed in a timely manner. * Leverage opportunities for process improvement and automation. * Perform project management role for small to mid-size projects, including the creation of detail project plans and execution of the plans to the successful completion of the project, on time and on budget. * Work directly with the Project Management group on the management of larger projects, including scope development, scheduling of resources, and project timelines. * Facilitate communication upward and across project teams including project status, cost information, justifications for variances and technical information (architecture, design, and implementation objectives). * Participate in budgeting and forecasting activities. * Manage vendors and ensure compliance with Executive Office of Technology Services and Security policies and directives. * Keep up to date with new developments and technologies. * Assist with assigned projects or research. Preferred Knowledge, Skills, and Abilities: * Minimum six (6) to eight (8) years of combined experience working in IT Operations (including at a management level) is required. Ten (10) plus years of experience is preferred. * Ability to manage teams and coach managers to success. * Understanding of modern IT end user technology operations and ITIL standards. * Proficiency in technology areas including PC hardware, Windows operating systems, telecom, printers, SaaS solutions. * Excellent communication skills and proven record of ensuring proper documentation is completed and kept up to date. * Must be process oriented and have strong organization skills. * Demonstrated experience working collaboratively with cross-functional teams. * Proven track record of execution, implementation, and maintenance of IT strategic initiatives. * Must exhibit leadership, team building and conflict resolution capability. * Sound problem resolution, judgment, and decision-making. * Ability to think critically. * Ability to develop relationships within the team and across IT. * Ability to work and collaborate directly with internal customers, other agencies and third parties. * Track record of successfully learning and implementing new technologies. Education and Certifications: * Bachelor’s Degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent work experience. * ITIL certification preferred, but not required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
