Naval Radars is seeking a highly motivated Program Manager to lead the SPY-6 Hardware, Production & Sustainment (HP&S) program. This program focuses on the concurrent production and delivery of all four types of Array Sub-Systems and associated equipment in the SPY-6 Family of Radars. The SPY-6 Family of Radars consists of four radar variants, with arrays built from common Radar Modular Assembly (RMA) building blocks, scaled in size to meet the need and mission of each ship class.

Raytheon is currently in Low Rate Initial Production (LRIP) for the SPY-6 (V)1, (V)2, and (V)3 radar variants. With the upcoming anticipated award, Raytheon will commence with the concurrent Full Rate Production (FRP) of all four radar variants, including first build of the (V)4 variant, at an anticipated composite rate of approximately 10 radars per year.

The leader selected will be responsible for executing the contract and meeting schedule and cost targets. This includes setting program strategy, vision and tactical direction for program execution and meeting contractual commitments and company expectations. This requires demonstrated proficiency in leading large execution programs and a strong leadership presence. This role is responsible for downward communication of top-level project goals, objectives and decisions and upward communication of program performance to senior management.

This position is based in Andover, MA and requires the ability to travel 25% of the time.

Responsibilities to anticipate:

  • Leads all aspects of program execution, including meeting contractual requirements.

  • Establishes and maintains key program metrics, defines program milestones/critical path and monitors adherence to program budgets and schedules.

  • Drives tactical execution while meeting strategic objectives.

  • Leads the collaboration necessary across functional groups, broader RTX organizations and subcontractors to ensure program success.

  • Supports the resolution of escalated program risks across the portfolio and similarly escalate as appropriate.

  • Develops and presents to senior management the program Annual Operating Plan (AOP) and long term financial outlook and commits the program to specific financial goals and obligations.

  • Develops and leads a team of direct and indirect reports. Focus, evaluate, motivate and rewards the program team, enabling them to achieve desired results.

  • Ensures that functional resources, tools, and processes are utilized in a consistent way.

  • Establishes and builds strong customer and industry partner relationships.

  • Acts as empowered authority to accomplish program objectives.

Qualifications you must have:

  • 14 years of leadership experience; preferably in government, defense, aerospace or related industry, including experience in program management.

  • Prior experience with government contracting requirements and knowledge of the DoD acquisition management process for establishing systems requirements and funding allocations as well as the requirements for production milestones.

  • Experience with PM best practices to enhance program execution with demonstrated experience managing and overseeing program management tools such as Risk and Opportunity Management , Cost and Schedule Management and Earned Value Management.

  • Experience leading on a large production program.

  • Experience transitioning from Low Rate Initial Production to Full Rate Production.

  • Bachelor’s degree; Preferably STEM (Science, Technology, Engineering, Math) or business related discipline.

An active and in-scope Secret US security clearance

Qualifications we value:

  • Master’s degree from an accredited university.

  • Demonstrated technical knowledge of radar systems.

  • RTX PM Certification Level 2, or ability to obtain within a year.

  • Direct experience leading a program or portfolio over $1 Billion.

  • Experience working specifically with the Navy customer.

  • Technical experience with the following: Radar Hardware, Array Sub Systems, Power, Cooling, Backend Processing Sub-Systems.

  • Experience managing sub-contractors.

  • A demonstrated understanding of Sustainment.

  • Experience standing up depot locations.

  • Experience working with DCMA.

  • Experience with FMS/DCS contracts.

  • Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA).

  • Experience building and leading high-performing multi-cultural and geographically diverse teams.

  • Strong business acumen and interpersonal skills with ability to influence.

  • Exceptional communication, writing and presentation skills.
