Raytheon Technologies Global Localization Manager in Andover, Massachusetts

The Raytheon Missiles & Defense Localization Manager is responsible for implementing the RMD localization strategy and providing localization leadership and execution across the RMD Mission Areas. The role will report to the Director of Localization in the Global Contracts, Offsets and Localization organization.

This role supports implementation of the Globalization Review Board (GRB) as well as responsibility for implementation of global localization initiatives. The GRB is responsible for ensuring the best use of offset funds across the business and driving alignment in all countries, across all mission areas, products and programs. By leveraging the various functions on the GRB helps generate project ideas and match project concepts with the programs/captures suited to gain the most credit.

The localization manager will interface directly with mission area globalization leads and capture managers to guide them through offset and localization policies and procedures and help them prepare for GRB project adjudication decisions and pre Gate 3 GRB localization project approvals. Key focus areas include project pipeline development and tracking, execution guidance for global localization projects, and supporting the Localization Director and the Global Supply Chain Management team with developing global partners.

The Localization Manager will lead the RMD offset initiative, “Made In ….”, to co-ordinate and drive direct offset opportunities into our key markets, across the mission areas and supply chain. This role will also co-ordinate with corporate supply chain on global enterprise supply chain initiatives.

Required Qualifications:

  • 10+ years of related work experience, preferably in multiple aspects of offset opportunity development, global business partnerships, or global supply chain/manufacturing

  • Experience working globally and developing strategies to transition work to international manufacturing facilities or partners.

  • Experience with developing business cases, Earned Value planning/tracking/reporting, metrics management, or subcontract management.

  • Business acumen to ensure contract performance.

  • Experience creating product/service delivery plans to meet program costs, schedule and commitments.

  • Experience working in a large global, matrix environment

  • Experience in preparing proposals, estimates, or other contract deliverable items.

  • Project management experience with the ability to convert business unit requirements into executable strategies. Ability to develop and execute project plans

  • US Citizenship required

  • Ability to travel globally

  • Bachelor’s Degree

  • Cross Business experience and perspective.

  • Experience presenting proposals and plans to C level executives.

  • Experience with program management roles, including business case development, program capture, offset, program development lifecycle, Statement of Work generation, risk management, action item management, and requirement change management.

  • Experience Supporting an Enterprise Council.

  • Experience with the Microsoft Office suite of tools, particularly Excel, Project, and PowerPoint.

  • Master’s Degree; Offset/Contracts experience, International supply chain experience, or program management experience.

  • Proven ability to proactively identify and resolve problems and customer concerns efficiently and effectively.

  • Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity.

  • Skilled in communications, team building and conflict resolution and relationship management to create an effective partnering environment that includes credibility, respect and trust.
