What’s YOUR mission? The Whole Life Engineering Directorate ( WLED) is the central focus for product lifecycle support, sustainability and Mission Support activities within IDS. The engineers of WLED proactively seek and apply innovative, customer focused solutions for Whole Life Engineering from concept to disposal for new and legacy, domestic and international programs. WLED is a multi-disciplined engineering team with a diverse customer base, flexibly structured to provide affordable and innovative market solutions at various stages of the product lifecycle. The WLED is a geographically dispersed organization located at Raytheon centers, customer sites and wherever Raytheon products reside throughout the world. The WLED team is seeking an Engineering/Technical Director. This position reports to the Director for the 640 person WLED and serves as the chief engineer for WLED, i n addition to providing the technical leadership for the Directorate Technical Staff and broader Directorate. The position also provides alignment and direction for numerous business teams within the Directorate, position duties and qualifications include: Reviewing program status, executing corrective actions, assisting the Director in all areas related to Directorate operations including program/proposal staffing, cost proposal preparation and approval, personnel development and growth, performance development process, direction of IDS initiatives and controlling overhead expenses Identifying and developing key proposal leads, business development teams, Independent Review for Key Business Gates and Root Cause/Corrective Action investigations on key program issues across the directorate and the business and driving resolution to closure Support the Advanced Technology Directorate (ATD) in the identification, qualification and capture of Contract Research & Development (CRAD) programs Develop consortia that enhance our technical capabilities and provide competitive advantages on proposals Responsible for the management and coordination of WLED involvement in Independent Research & Development (IRAD), Enterprise Campaigns, Raytheon Innovation Challenge, Small Business Innovative Research (SBIR) and CRAD efforts, with a total value in excess of $5M Extensive knowledge of technical capabilities available across the Raytheon enterprise and the utilization of the expertise to enhance our performance on programs Provide a conduit for Integrated Defense Systems (IDS) technical expertise to support Raytheon across the businesses when requested The Technical Development Director & Staff will frequently be asked to perform and support special projects as assigned by the WLED Director, Life Cycle Engineering Council (LCEC), IDS Engineering VP, or other Raytheon Businesses The position requires frequent interaction with all levels of Raytheon Management, internal and external customers Mentoring program managers and IPT leads in the tailoring of processes to meet program needs that also comply with Gate Review requirements; Refining metrics for WLED and providing definition of analysis techniques and collection methods; Coordinates appraisals and Standard CMMMI Appraisal Method for Process Improvement (SCAMPIs) as appropriate Mentor and develop engineering fellows and other senior engineering staff. In conjunction with the WLED Director and Department Managers, identify engineering fellow candidates – develop training plans for candidates and monitor progress Serve as approver on all technical papers and presentations as directed by the WLED Director Prior leadership experience (e.g. IPT lead, Cross Product Team ( CPT) lead, Project Manager, Test Director, Section Manager, Department Manager, etc) Managerial Skills requiring a high degree of influence and persuasion to direct and motivate professional personnel. Must be able to act independently to make significant contributions to the directorate’s long range success Effective communication skills required to interface directly with Program Managers, Business Development, Directorate Managers and Business Area VPs leadership during design and related cost and schedule reviews. Serve as a principal spokesperson for the business on significant matters Lead role on WLED and program support for Corporate Engineering Leadership Development Program Identify, prepare and develop winning proposal templates for WLED discriminators 25% Travel is expected The preferred location for this position is one of our northeast IDS locations. Required Qualifications: Bachelor’s degree in STEM Active/Current Clearance at Secret level Minimum 14 years professional relevant experience Experience participating in design and development activities Experience participating in technical and program leadership positions Knowledge of earned value management, experience preparing both technical and cost proposals, and the ability to critically review proposals Preferred Qualifications: 10+ years participating in technical and program leadership positions Raytheon (R6s) Six Sigma Certification Demonstrated ability to mentor and develop senior technical staff (ie: Engineering fellows) Demonstrated ability to lead at the department level Experience in building teams with universities or small businesses 112050
