Oasis Systems, LLC Financial Manager in Bedford / Hanscom AFB, Massachusetts

Overview

Oasis Systems has an exciting opportunity for aFinancial Manager to provide support program management expertise to Airspace Mission Planning Division, which is located at Hanscom AFB, MA.

The Airspace Mission Planning Division is comprised of a portfolio of software development, modification, and enduring legacy programs. The contractor shall have knowledge of systems acquisition and program management, combined with administrative skills to support the AFLCMC/HBM program office to manage and report on Air Force Programs of Record, Acquisition Activities, and Sustainment Programs / Projects. The Division is based on the agile development practices and processes directed from OSD and the Secretary of Air Force. The candidate will act as the senior Program Execution Group (PEG) support to the Senior Material Lead (SML), Deputy Director (DD) and the Integration Branch.

RESPONSIBILITIES:

  • Assist, prepare, develop, and deliver compliant documents in support of a variety of financial management activities to include Planning, Programming, Budgeting, Executing (PPBE), tracking data, and reporting IAW all current and future fiscal and appropriation law and policy such as but not limited to DOD 7000.14-R, Vols. 1, 2 & 3; Air Force Instructions (AFI) 65-Series and AFMCI 65-603.

  • Apply knowledge of financial management and accounting functions, processes, and analytical methods and techniques to gather, analyze, evaluate and present information required by program or project managers and customers.

  • Prepare program budgets, reports and financial documentation. Draws conclusions and draft solutions to funding/budgeting requirements & problems relating to improvement of financial management effectiveness, work methods, financial systems, and procedure efficiency.

  • Perform budget forecasting tasks, variance identification and analysis, program or financial execution reporting and reviews, schedule analysis, and/or provide recommendations to the program office on all matters relating to budget.

  • Uses automated management information systems, most notably the Comprehensive Cost and Requirements System (CCaRS) financial management database tool in performing fact finding, analytical, and advisory functions. Compile Branch-level financial material from a variety of sources in support of various tasks and requirements for financial metrics, management internal control program, and routine reporting.

  • Assist, prepare, and/or deliver budget and financial analyses and execution documentation, such as, but not limited to obligations and expenditure forecasting and tracking data.

  • Draft financial data documentation for submission to the Government financial lead/analyst such as but not limited to Procurement Documents [P-DOCS], Research Test Development and Evaluation Documents [R-DOCS] and Program Objective Memorandum (POM).

  • Draft a variety of funding documents in support of unit/organizational programs such as but not limited to Purchase Requests (PRs), Military Interdepartmental Purchase Requests (MIPRs), project orders and other financial documents IAW FM policy and regulations.

  • Generate and deliver quick-turnaround “what-if” funding drill and/or data retrieval analysis.

  • Generate, maintain and document an independent audit trail to track, record, and report the status of each funding document to ensure proper use of all funds (active, expired, and cancelled). Submit to Government financial lead/analyst for approval/review

REQUIRED QUALIFICATIONS:

SECURITY CLEARANCE: Secret

EDUCATION/EXPERIENCE:

  • Bachelor’s degree in Business Administration, Business Management, Financial Management or Accounting, and 8 years of experience in the respective technical/professional discipline being performed, 3 of which must be in the DoD

OTHER QUALIFICATIONS/SKILLS:

  • Experience supporting the budget and finance processes within DoD acquisition activities3

  • Knowledge of DoD and Air Force budget and program funding process, and specific experience with CCaRS database tool for managing program office finances.

  • Knowledge of techniques and procedures for requesting, receiving, obligating, expending and reporting of government program funding.
