Oasis Systems, LLC Program Manager SME in Bedford / Hanscom AFB, Massachusetts


Oasis Systems has an exciting opportunity for aProgram Manager SME to provide support program management expertise to Airspace Mission Planning Division, which is located at Hanscom AFB, MA.

The Airspace Mission Planning Division is comprised of a portfolio of software development, modification, and enduring legacy programs. The contractor shall have knowledge of systems acquisition and program management, combined with administrative skills to support the AFLCMC/HBM program office to manage and report on Air Force Programs of Record, Acquisition Activities, and Sustainment Programs / Projects. The Division is based on the agile development practices and processes directed from OSD and the Secretary of Air Force. The candidate will act as the senior Program Execution Group (PEG) support to the Senior Material Lead (SML), Deputy Director (DD) and the Integration Branch.

Requires knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, Software Acquisition Pathway (SWAP), as well as knowledge of roles and relationships within the DoD and the Air Force. Individual must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs. Individual has the knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines. Individual must be able to provide quality acquisition and program documentation (briefings, documents, plans, etc.). Contractor shall be able to support and develop acquisition reports, including statutory and regulatory reports (e.g. MAR). The MPS programs follow various acquisition pathways (Middle Tier – 804, SWAP, and traditional 5000.02 support program management reviews, senior level meeting/reviews and IMP/IMS reviews. Contractor shall be able to support and develop various briefings/schedules of program status and acquisition tasks to senior management.




The contractor shall provide administrative support functions related to the above duties, to include staff support for the senior managers and members of the organizational staff. This includes, but not limited to, researching and compiling information pertaining to certain projects/topics, reviews CDRL packages, prepares factual, clear, concise, complete, and appropriately coordinated written communications.

Ensures the leadership is kept informed of all issues of interest that relate to the mission organization. Monitors progress toward accomplishment of various taskings and initiatives. Provides support by supplying the information and background for the preparation of program events. Drafts documents for the approval and signature of leadership. Disseminates program policy and specific initiative guidance for members of the organization. Coordinates, documents, monitors, and supports a variety of meetings and conferences to include, but not limited to, scheduling and set up of physical and virtual meetings in support. Prepare background information and invite required meeting participants ensuring documentation of the meetings are filed IAW organizational policy.

  • This position provides expert advice and solutions to program leadership to facilitate successful contract execution for the program.

  • Analyzes overall program health and advises program leadership on options to maintain cost, schedule and performance objectives.

  • Reviews acquisition documents and provides comments offering an executive level perspective to ensure consistency and accuracy. Documents may include, but are not limited to, SWAP documentation, Acquisition Decision Memorandums, Life Cycle Sustainment Plans, Acquisition Strategies, Acquisition Program Baselines, Risk Management Plans, Program Management Reviews and Milestone Decision Briefs.

  • Individual must be able to effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.).

  • Personnel should be able to provide program perspective from tactical level insights (e.g. communities of interest, interface programs, users) to operational (e.g. Division Chief, Directorate, O-6 Users) strategic levels (e.g. GO level users, COCOMs, Program Element Monitor, Congress) and effectively communicate and translate program information and concerns to and across each of those communities.

  • Shall be able to support and develop acquisition reports, including statutory and regulatory reports (i.e. LCMP, MAR, etc.).

  • Contractor shall support Program Management Reviews, senior level meeting/reviews and IMP/IMS reviews.



  • A minimum of 10 years of experience in the respective technical/professional discipline being performed, 3 of which must be in the DoD
