Oasis Systems, LLC Systems Engineer in Bedford / Hanscom AFB, Massachusetts


Oasis Systems has an exciting opportunity for aSystems Engineer to provide Engineering support to the Logistics and Sustainment Branch within the Taiwan Defensive Radar Program, as this is all part of the International / Foreign Military Sales Division, located at Hanscom AFB, MA.

JOB STATUS: Full time


  • Up to 20% Travel Over-seas to locations mainly in the INDOPACOM & CENTCOM AORs

  • Some local travel required and trips to contractor facilities

  • Travel duration of a trip can be from one to nine days depending on the purpose


  • Integrated Product Team (IPT) member taking the lead/initiative to complete program tasks by utilizing system engineering technical expertise and skills for programs in the sustainment phase with weapon systems acquired through the Foreign Military Sales (FMS) program, for Partner Nations such as Jordan, Egypt, Iraq, Saudi Arabia and Taiwan.

  • Apply systems engineering principles and C3 Operational expertise during program sustainment phase, with a focus on the operational hardware and software of fielded C4ISR weapons systems.

  • Maintains a system engineering perspective and level of awareness on system performance and provides program continuity for up to ten FMS programs in a matrixed EN support environment, with primary focus on the Taiwan Surveillance Radar Program.

  • Uses initiative and takes the lead (ownership) with EN Program Management Office (PMO) tasks to meet Host Nation Partners’ requirements for weapon systems in the sustainment phase of the life cycle of the program.

  • Develops C3 system upgrade strategies (to include deployment schedules), makes tech refresh recommendations, and identifies technical requirements in support of these initiatives.

  • Develops risks and mitigation strategies to address unknowns over a Program’s Period of Performance.

  • Develop government verification plans and procedures to ensure operational system performance artifacts prior to Host Nation turnover. Supports program IPTs and their reporting to the Branch and Division with Life Cycle Management Plan (LCMP) inputs and other reporting inputs, as required.

  • Support the Branch Lead Engineer’s Efforts & Initiatives, and reporting requirements, as required.

  • Other duties as assigned.


  • Bachelors Degree and 10 years of demonstrated proficiency as a sytems engineer in a highly matrixed, (DoD) enviornment

  • MUST have previous DoD FMS experience.

  • Individual must have knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs.

  • Must be able to effectively communicate orally and in writing,providing quality acquisition and program documentation (briefings, documents, plans, etc.).

  • Ability to obtain U.S. Passport and travel Visas (e.g. Taiwan, Jordan, Egypt, Iraq, and Saudi Arabia.)

  • Demonstrated ability to work in a highly matrixed environment and prioritize and own tasks by taking the lead as a Systems Engineer

  • Self-starter with the ability to engage peers and colleagues on a diverse range of issues related to C3 operational system engineering challenges during a program’s sustainment phase and Life Cycle Management

  • Demonstrated ability to develop Requests for Proposals (RFPs) to include drafting System Requirements Documents for future acquisitions or contract actions and contributing to Statements of Work

  • Demonstrated ability to develop Test Plans and Procedures for Government operational system performance testing

  • Ability to review, analyze and technically evaluate Contractor proposals, supporting and defending Government negotiating position

  • Review and provide technical comment on Contract Deliverables, Design Reviews, Technical Interchanges, and Program meetings

  • Ability to vet incoming Field Reports or System Trouble Reports for parsing out amongst requisite vendors for further analysis and action


  • SECRET security clearance


  • FMS Program Acquisition Experience

  • 3D Long-Range Tactical Radars, their performance, their coverage placement, and general radar site layout

  • RADAR experience

  • Demonstrated working knowledge of deploying and implementing Automated Enterprise Logistics System solutions for MRO requirements

  • Tactical communications for Voice, Data, Tactical Data Links (Link-16)

  • Understanding of MODE 4 to MODE 5 transition requirements and AIMS certification requirements for AIMS 1000B

  • Baseline Configuration Management

  • Familiarity with System Safety Processes/Guidance

  • Familiarity with the Cybersecurity Risk Management Framework (RMF), Hyper-Converged Infrastructure, Secure Computing Environments

  • RAM and Supply Chain Risk Management

  • Acquisition/Requirements Definition document production, Government Operational Testing Plan/Procedure development, or peer reviewing of other folk’s work

  • Demonstrated experience with: C4ISR architecture, Tactical Data Links, Link-16, Mode 4/5 technology

  • Demonstrated Air Ops Center background to complement System Engineering tasks

  • Demonstrated experience with C4ISR/IAMD “Big Picture” understanding

  • Demonstrated experience with transportation challenges (for FMS), or Writing/Reviewing TOs/TMs, or Site Survey Prep/Conduct

  • Demonstrated experienced with selling-off to the Government or with the Operational Testing Phase with Plan/Procedure development/review/execution
