Odyssey Systems Consulting Group, Ltd. Acquisition Specialist/ Program Manager (PM) Level lll in Bedford, Massachusetts

Overview:

Working with the Air Force Life Cycle Management Center’s Special Programs Division - Kill Chain Integration Branch (HNJJ). HNJJ’s mission is to weaponized current next generation sensor data using flexible communications structures and open architectures to provide real-time Global ISR to US/Allied Forces for rapid target execution. The goal is to buy back decision time by rapidly development, prototyping, integrating, testing, and fielding next-generation kill web acceleration enabling technologies.Our specialized A&AS support will assist with the development, integration, test, fielding, and sustainment of AFLCMC SAP weapon systems, networks and services.

Odyssey Systems will provide full-spectrum Engineering and Acquisition specialist Contractor Support Services to the Air Force Life Cycle Management Center (AFLCMC) Special Access Programs (SAP) community. Programs supported span across multiple Program Executive Offices (PEO's).

Program Description: The US Air Force requires full-spectrum Advisory and Assistance Services (A&AS) support to staff a portfolio of Special Access Program (SAP) Information Technology (IT) efforts within the Advanced Technology Branch of the Special Programs Division (AFLCMC). This specialized A&AS support is required to develop, integrate, test, field, and sustain SAP IT networks and services across the Air Force SAP community. The Advanced Technology Branch is chartered to integrate, modernize, and sustain a variety of SAP networks, enterprise software solutions, and multi-level data, voice, and video services.

Acquisition support to provide the government program manager with the appropriate acquisition support to achieve cost, schedule, and performance objectives.

Duties include, but not limited to:

• Assist the Program Manager in management of day-to-day program activities, to include: integrated master scheduling, contract actions (including proposal technical evaluations and materials/ labor hours estimating), action item resolution, execution of requirements and plans, management of technical/program related issues, development of comprehensive risk assessment and mitigation plans, and test support to include operational assessment of advanced technologies

• Creates and assists in developing acquisition program documentation required by DoD 5000 series supporting program efforts and acquisition milestones/reviews applying knowledge of streamlined acquisition policies/procedures and program management skills

• Assist with the definition, development, documentation and management of user requirements; building on existing requirements management processes to identify, review and approve inherent and new capability needs to support a larger user community and enterprise objectives (to include assisting in conducting Industry Days, user/requirement working groups, developing implementation strategies, etc.)

• Prepare Request for Proposal (RFP) documentation consisting of Statements of Objectives, Statements of Work, Program Specifications, Contract Data Requirements Lists, etc. per DoD 5000 series

• Support the development of strategies and associated budgets to efficiently and effectively execute programs, planning, facilitation, coordination of agendas, action items, and technical/program issues related to management, technical and test reviews to include requirements and design reviews, audits, and requirements meetings, etc.

• Assist in the development and execution of strategies and budgets to efficiently execute programs

• Monitor effectiveness of achieving program/enterprise goals and objectives; to include monitoring cost, schedule and technical performance and associated risks

• Prepare/update briefings and reports as required

Background & Experience:

• Bachelor's Degree at a minimumPossess at least 8 or more years' experience in government acquisitions and a BA/BS or MA/MS degree

• Knowledge of DOD S000 Series Defense Acquisition System Documentation

• Software and/or Information Technology program-related cost/schedule/technical management experience required

• Demonstrated ability to work effectively in a leadership-type role, ability to work independently with minimal supervision, and ability to proactively engage with and advise government and contractor support

• Excellent communication skills (verbal and written) required

• Proficiency in Microsoft Project, PowerPoint, Excel and Word required

Travel:

• Frequent travel (within CONUS) is required (Potential to average 2-4 days per month)

Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
