The Cyber Strategy, Policy, and Privacy Department within the Cyber Solutions Innovation Center features leaders and staff who work with our sponsors to position sponsor programs for the future. Our team of cybersecurity professionals apply leading edge thinking to ensure sponsor cybersecurity strategies and policies are relevant and effective. Through collaborative work with our sponsors, we provide expertise to establish and refine governance structures to ensure information security programs meet organizational and business mission requirements, and we establish mechanisms that gauge operational security effectiveness. Through partnerships, we leverage MITRE's cyber expertise to raise cybersecurity maturity nationally and internationally by engaging with traditional and non-traditional partners and sponsors to address broad-reaching cyber security challenges, with an initial focus on strategic assessments, threat collaboration, and cyber workforce. We promote the Risk Management Framework (RMF) as a broader risk management approach that entails framing, assessing, responding, and monitoring security related risk.

The department is seeking a Cyber Strategy and Policy Senior Principal who will provide a technical vision and execution leadership across our work program and technical capability areas, with emphasis on Strategy & Governance. This leader will provide strategic guidance for establishing cybersecurity programs, guidance, and policy within a rapidly evolving technological, economic, and social environment and will help define and help advance security governance and risk management processes integral to enterprise governance.

The primary expectations for this Senior Principal will be successful pursuit of the following outcomes:

  • Develop, socialize, promulgate, and apply effective cyber strategies for organizations to embrace new technologies and adapt to change while maintaining security of the key components of their mission or business.

  • Define, develop, socialize, and help execute a technical strategy leading to full integration of cyber strategy with operational capability development and enterprise risk management, informing research, workforce, and investment decisions.

  • Conceive of, pilot, and advance innovative technical solutions to the most critical current cyber strategy and policy challenges. This includes, but is not limited to, frameworks, processes, and tools to help effectively and efficiently assess cyber posture, prioritize strategic response actions, identify available unrealized cyber opportunities (and their attendant risks), etc.

  • Collaborate closely – in both strategy development, integration, and execution, as well as technology development – with related efforts such as Enterprise Security Architecture, Cyber Resiliency at Scale, and other capabilities and initiatives across the division.

  • Leverage and extend Cyber Platform Offerings and Cyber Horizon Strategy Initiatives via meaningful engagement and creative contributions to the defined focus areas.

  • Leverage existing and newly developed capabilities to provide analyses whose results drive decision-making by our sponsors.

  • Establish and pursue a strategic plan to shape and broaden MITRE’s contributions and impact: (1) work in partnership with MITRE FFRDC program divisions towards increasing the value of MITRE’s Cyber Strategy and Policy work program, and (2) collaborate with Engenuity and MITRE Lab’s Strategy & Growth Office to identify and acquire high-impact non-traditional work.

  • Increase impact across government and industry through standardization, transition of solutions, and service offerings, including building collaborative relationships across MITRE, our sponsors, industry, and academia to support these outcomes.

In addition, the successful candidate will engage to ensure technical quality, technical impact, and technology development. Expectations include the following:

  • Establish and maintain information in a vibrant and impactful corporate venue to enable and facilitate information sharing and coordination.

  • Participate in technical quality efforts and development of technical quality standards within the capability area. Provide consulting, technical guidance, and quality oversight of key sponsor deliverables.

  • Champion creation and use of innovative new tools, processes, analytics, etc., to improve sponsors’ ability to meet their strategic goals.

  • Help ensure individual projects are driving impactful change, while partnering with project leaders during project inception and onset to shape tasking maximize impactful outcomes.

  • Work with key technical and program leaders across MITRE program divisions and MITRE Labs to inject innovation across critical department projects, develop and propose new technical initiatives, and identify and pursue new collaboration and work program opportunities.

  • Engage in technical outreach to industry, academia, and other stakeholders, to both socialize MITRE’s best practices and leverage and incorporate emerging new capabilities.

This will guide and drive the Department’s Strategy and Policy technical abilities, quality, reputation, and work program towards greater impact, a broader range of use cases, and important new opportunities.

Required Qualifications:

  • Master’s degree or higher in a relevant field.

  • 15 or more years of experience in relevant domain.

  • Proven technical depth and recognized external technical stature within the Cyber Strategy & Policy technical capability area, including the breadth of policies, requirements, processes, tools, and technologies.

  • Demonstrated ability to build collaborative relationships across organizational units.

  • Track record of successfully hiring, mentoring, and managing technical staff, including experience managing high-performing teams of at least 8 people.

  • History of successful project initiation (definition, scoping, aligning to need, costing, etc.) and project management (execution, staffing, schedule management, delivery, quality review, etc.).

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.
