The CMS Coverage, Payment, & Equity Department is responsible for the entire delivery lifecycle for MITRE’s portfolios with the Consumer Information and Insurance Oversight (CCIIO), the Center for Medicaid and CHIP Services (CMCS), the Center for Medicare (CM), and the Office of Minority Health (OMH).

Job Responsibilities :

As Health Program Analysis and Transformation Lead, you will lead and/or support large, complex Sponsor engagement teams to support CMS in identifying strategies, policies, and/or operational solutions to address barriers that exist in rural communities and build on existing advancements to achieve optimal outcomes for individuals in those communities.

Be prepared to work in a collaborative team environment to:

  • Define deliverable structure and content; facilitate Sponsor buy-in of proposed solutions; lead on-time, quality delivery of work products; manage engagement risk; lead engagement planning and budgeting.

  • Mobilize and manage engagement teams; provide input and guidance into the engagement staffing process.

  • Provide expertise and evidence-based strategies to help our Sponsors achieve their goals.

  • Build trusted collaborative relationships with MITRE Sponsors/Customers.

Required Qualifications :

  • A bachelor's degree and a minimum of 5 years’ relevant experience

  • Health policy, programmatic, and/or operations experience in the areas of rural health and health equity - experience working directly with the Office of Minority Health and/or the U.S. Territories, Tribal Communities is a plus.

  • Deep experience leading or supporting large, complex Sponsor engagements that identify, design, and implement creative solutions for government entities.

  • Expertise around the Centers for Medicare and Medicaid (CMS) policy guidance and approval process.

  • Experience in analyzing, interpreting, and implementing legislation, statutory and regulatory requirements, and sub-regulatory guidance.

  • Experience leading and or supporting qualitative research, analysis and or evaluation.

  • Experience implementing and overseeing the quality of deliverables and effectively managing the team and day-to-day relationships to ensure exceptional performance.

  • Experience in participating in the development and presentation of proposals, briefings, and recommendations to government and business executives.

  • A track record of leading large, complex engagements according to the scope, work plan, quality standards and budget.

Preferred Qualifications :

  • Ability to work independently and lead large complex teams focused on specific work streams.

  • Strong oral and written communication skills, including executive leadership presentation skills (MS Visio, MS PowerPoint).

  • Strong problem solving and troubleshooting skills with the ability to exercise mature judgment.

  • An advanced degree is preferred.

  • Experience with NVivo a plus.

  • Eagerness to mentor junior staff.
