The MITRE Corporation’s Resilient Communications Department (N152) supports communication capabilities used by the United States military and International partners across all domains from underwater, to aerial-layer, and space-based. The Resilient Communications Department’s focus is on creating and fielding adaptive communications and networking infrastructure needed for successful execution of different mission areas for Operations in Contested Environments (OCE). This involves modernizing fielded communications capabilities in the near/mid-terms and developing/fielding the next generation communications in all phases of systems evolution from concept exploration, through experimentation and development. DoD communications needs pose unique challenges to operate globally in dynamic or denied environments including the effects of electronic warfare. MITRE works hand-in-hand with Government sponsors to serve as technical advisors bringing domain experience and state-of-the-art solutions to solve unique communications challenges. The department’s primary areas of concentration are in RF communications, networking, modeling and simulation, system integrations, systems engineering, and software programming.

Key Responsibilities:

  • Serve as a thought leader in advanced tactical data messaging and cross-platform networking concepts engaging with sponsors and within MITRE to analyze operational requirements, address communications challenges, and apply sound technology solutions to benefit sponsor mission outcomes

  • Apply systems engineering, data science, and data modeling techniques to shape the development of messaging protocols along with protocol transformations necessary to interoperate across heterogeneous networks

  • Guide DoD modernization efforts for existing tactical data link (TDL) messaging standards, development of new message standards, as well as initiatives with various message schemas to improve interoperability within and across services as an enabler for joint all domain command and control (JADC2)

  • Contribute to the development of open messaging standards and provide verification and validation methods of vendor implementations

  • Lead working groups or studies covering multiple engineering domains with a diverse team, creating timely and actionable recommendations to shape DoD strategy, and collaborating across multiple stakeholders to create optimized solutions to national problems

Minimum Qualifications:

  • BS degree and 5 years of relevant experience

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances

Required Qualifications:

  • Ability to acquire and maintain Top Secret clearance

  • Possess familiarity with systems engineering across the development lifecycle from concept inception through requirements definition, system development, integration, and verification

  • Familiar with legacy DoD messaging standards and protocols, gateways, message forwarding, and battle management command and control (BMC2) tactics, techniques, and procedures (TTPs)

  • Experience applying data modeling techniques to analyze complex problems

  • Possess strong interpersonal skills to effectively collaborate across multiple organizations and engineering disciplines

  • BS in an engineering discipline with 5+ years relevant experience

Preferred Qualifications:

  • Familiar with one or more DoD messaging standards: Link 16, MADL, IFDL, etc.

  • Familiar with one or more DoD open standards: OMS, UCI, etc.

  • Familiar with relevant commercial message standards and it’s application to DoD systems /standards such as: ITU-T Rec.X.667, IETF RFCs, NIEM ISO/IEC 10646, IEEE 754, ANSI, etc.

  • Familiar with tactical data networking and data forwarding, network routing and transport protocols, distributed computing, and/or topology management

  • Possess software development experience with Matlab, Python, Java, JavaScript, XML, XSLT, or JSON

  • MS or PhD in engineering disciple with 5+ years relevant experience
