State of Massachusetts Application Developer in Boston, Massachusetts

Overview The Executive Office for Administration and Finance (A&F) executes fiscal and administrative policies that serve to ensure the financial stability, efficiency and effectiveness of state government and assist the Governor in developing and implementing cost-effective public policy initiatives to benefit the residents of the Commonwealth. A&F develops, analyzes, and manages the Commonwealth’s financial planning and resource allocation activities, including the Governor’s budget submission to the Legislature. This is a fast-paced, high pressure environment. Candidates must be self-motivated, responsible team players who are willing to work nights and weekends during peak work cycles. The Systems Unit is responsible for the operations and maintenance of the MA Budget Application (PBCS – Planning and Budgeting Cloud Services), electronic data exchanges using Oracle Data Integrator (ODI) with the Commonwealth Information Warehouse, inputting of data from flat file sources and reports development and administration. The Application Developer is a member of the Systems Unit and is responsible for creating and maintaining Planning forms. This position requires someone who can understand both the “big picture” and detailed requirements and will act as the go to person for application and platform questions, and issue resolution. In addition, over the next few years, A&F will be modernizing its legacy applications many of which are written in FoxPro to a more modern platform, possibly .NET or APEX for web data entry or Python for client server desktop applications. The successful candidate will be intricately involved in this migration. This individual will not have any direct or indirect reports. Duties and Responsibilities This individual will: * Make agreed upon enhancements to the current MBA application. * Support business operations via the use of PBCS technology solutions, including updating planning hierarchies; making changes to web forms; maintaining and managing workflow; and investigating defects. * Record and monitor issues, data requests or system enhancements. * Diagnose and analyze performance of MBA programs, identify existing or potential problems, and determine appropriate corrective action and recommend solutions in consultation with users. Research questions using available information resources, including consultation with Oracle. * Provide technical support to internal and external customers on budget application functionality and modules. * Ensure that all incidents and requests are promptly resolved in order of priority. Prepare activity and status reports. Facilitate meetings to provide status of incidents and requests. * Develop working understanding of MMARS and A&F statutory responsibilities related to budgetary and financial controls in the state accounting system. * Develop test cases, scenarios and scripts to validate functionality of MBA system. * Develop reports to validate results of testing (i.e., compare anticipated to actual). * Perform unit and regression testing of code and provide results to project team, which include creating screen shots and fixing data anomalies; re-testing, as necessary, to ensure quality output. * Comply with development methodology and other technical standards set by A&F and EOTSS * Develop use cases and technical specifications. * Write and maintain programming documentation. * Maintain confidentiality with regard to information being processed, stored, or accessed. Preferred Qualifications * A Master’s degree is preferred or a degree in a related field such as business, economics or information technology. * Bachelor’s degree with a major in the field of computer science or information science. 3 years in business analyst or system administration roles. Data Warehousing and Business Intelligence theory and concepts. Experience with ETL tools such as ODI and Informatica. * 3-5 years of experience operating and running Hyperion or PBCS applications/solutions for a large complex organization, supporting business needs and fixing defects. * Understanding of and ability to develop Hyperion/PBCS business rules and calculations in Financial Planning. * Experience and a strong understanding of SQL including writing stored procedures. * Experience working with integrating relational tables with PBCS cubes. * Experience in developing SmartView reports. * Excellent analytical, interpersonal, research, and communication skills. * Web Development experience, including .NET and Java. * Experience with Python. * Experience with Oracle APEX. * Experience with Visual FoxPro.
