State of Massachusetts Application Development Manager in Boston, Massachusetts

The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. EOEEA is seeking to hire an Application Development Manager to join the EOEEA’s Information Technology team (EEA-IT), which serves the Executive Office and all its agencies (DCR, DEP, DPU, DFG, MDAR, DOER, MEP, etc.). EEA-IT’s mission is to protect and improve our natural world with technology and innovative solutions. The Application Development Manager will manage up to 5 application development teams responsible for the creation and ongoing support of enterprise applications. Each team is comprised of 6-10 developers (both full-time and contractors) and a full-time team lead. Reporting to the Director of Application Development and Infrastructure, theApplication Development Managermust be a passionate, self-motivated, results-oriented leader with experience providing leadership to technical teams, hands-on technical direction to support applications, and effective solutions to problems. The manager must have extensive experience and knowledge of the software development life cycle (SDLC), application maintenance, and support processes. The manager must be able to leverage collaboration, consensus building and indirect reporting relationships to influence leadership, peers, and key stakeholders. The primary work location for this role is 100 Cambridge Street, Boston MA 02114. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM. This position would be expected to follow ahybridwork model that combines in-office workdays and work-from-home days as needed. Schedules are subject to change based on the operational needs of the business. *Duties and Responsibilities: * Manage, motivate, and mentor up to 5 teams of application developers to meet EOEEA business needs, improve the delivery of IT services, and support EOEEA applications. * Define and standardize the SDLC process for various applications. * Ensure that the AppDev workforce is working as efficiently and effectively as possible, tracking resource allocation and reporting on operational capacity. * Work as part of the IT leadership team with peers across all technology verticals. * Implement change rapidly without having any negative impacts to the teams/functions. * Develop harmonious and effective working relationships with all stakeholders who may have competing interests. * Report project status to the Director of Applied Technology and Development, including the articulation of impediments, risk analysis, and risk mitigation from a business perspective. * Develop new best practices and methodologies. * Identify opportunities for process and service improvement. * Plan, organize, and direct work and information flow using clearly stated expectations and objectives. * Perform other duties related to software delivery as needed. Preferred Knowledge, Skills & Abilities * Eight (8) to ten (10) years of application development experience with extensive hands-on knowledge of platforms such as Angular and .NET. * Five (5) to ten (10) years of experience managing a technical team of application developers, developing staff through coaching, and mentoring staff to maximize individual contributions and personal development. * Minimum of 4 years of .NET Web API web services. * Proficient knowledge and experience in leading development, implementation, maintenance, integration, and support of Angular and .NET technologies. * Strong knowledge of C#, Entity Framework and ASP.NET framework. * Proven experience and extensive knowledge in design, development and implementation of high-throughput RESTful web services using C# and .NET Web API framework. * Strong knowledge in Object Oriented Design and Programming (OOP & OOD). * Expertise in relational database design and building database stored procedures using Postgres and or SQL Server * Hands-on experience with AWS or Microsoft Azure cloud services. * Well-versed in Agile software development methodologies. * Experience developing operational policies, procedures, and standards. * Application design and development process experience, including requirements analysis, feasibility studies, benefits engineering, software design to fit business needs, application and related reporting builds, installation, testing and validation cycles, evaluation, and ongoing management of support operations. * Experience in defining standards, policies, processes for application development and implementation across a multi-technology team. * Ability to analyze current production environments and create solutions for performance metrics. * Strong interpersonal, organizational, and collaborative skills are a must. Must have the ability to effectively relate and communicate at all levels, including explaining technical matters in business terms. * Experience with Jira is a plus. * Prior public sector experience is a plus. * Good hands-on experience in IT Service Management (ITSM) is preferred. Education and Certifications: * Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field, or equivalent related work experience. * Certified Scrum Master or other Agile certification is a plus. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
