State of Massachusetts Application Operations Manager in Boston, Massachusetts

EEAis seeking to hire a talented thought leader to join theInformation Technology teamas anApplication Operations Manager. This individual will work closely with Project Managers, Technical Leads, agency stakeholders, and project teams to provide operational support for complex enterprise software development projects within scope, schedule, and budget. The selected candidate should have a strong IT operations and/or AppOps foundation in order to reintroduce an enterprise-focused AppOps tier. This tier will focus on operational support capabilities, strategic/operational alignment, and business analysis. The incumbent of this role will lead a team of operational support personnel and business analysts, plus developers with expertise in User Interfaces (UI), User Experience (UX), and geographic information systems (GIS). The goal of this team is to ensure that ongoing maintenance and operational support is provided to our growing enterprise application portfolio for Massachusetts’ energy- and environmentally-focused agencies. The ideal candidate enjoys leading and motivating individuals, is experienced in the field of application development and operational support with a solid understanding of the software development life cycle (SDLC) methodology, and excels at understanding business requirements, change management, post-release management, and creating and refining processes, procedures, and organizational planning. As a manager of this talented support team, this role will work closely with the Director of Application Development as well as application technical leads to help create, organize, map out, and put in place operational support processes. The candidate must be able to build relationships with the businesses and across IT teams and to understand, monitor, and effectively prioritize the critical business operations of the agencies. The ideal candidate is creative and adaptable, able to lead collaboratively and strategically through organizational change, and able to synchronize ideas with the input of our technical leads with the mission of our agencies in mind. The primary work location for this role will be at100 Cambridge Street, Boston, MA 02114. The work schedule for this position isMonday thru Friday, 9AM to 5PM EST. This position is expected to follow a hybrid work model that combines mostly work-from-home days with a limited number of in-office workdays as needed. Responsibilities: * Lead the early-stage application operations (AppOps) planning and the transition of technical, often complex, and highly-visible software development projects for the Executive Office of Energy and Environmental Affairs IT Department (EEA-IT). * Work as a conduit between the business, development, and operational teams, with a foundational understanding of IT business analysis and the role it plays in strong operational planning. * Work in a team setting, communicating closely with IT leadership and peers across various verticals. * Develop, implement, and monitor applications/software operational support processes. * Manage a team of operational support staff and business analysts to ensure continuous, efficient service. * Develop and execute a change control process and the effective transfer of technology between development teams and the operational team. * Guide BAs to execute business analysis tasks and strategies to achieve overall enterprise business analysis goals. * Lead process maturity analysis and governance programs. * Collaborate on user experience planning with peers and team leads. * Analyze user, process, and systems data and create executive analytics dashboards. * Perform other duties related to software delivery as needed (i.e. testing). * Lead effort to integrate modern Business Intelligence and Reporting capabilities into the organization. * Ensure regular and complete communication to the appropriate stakeholders on operational changes or events. * Help brainstorm solutions to operational challenges and identify improvement opportunities. * Support the continuous improvement of EEA-IT, employing and driving appropriate and consistent program processes, methods, and tools according to the organization’s requirements. * Ensure regular monitoring and testing of all operational workflows associated with the developed EEA-IT solutions to ensure they are in sync and operational. * Report operational status to the Director of Application Development, including the articulation of impediments, risk analysis, and risk mitigation from a business perspective. * Ensure recording of incidents as they occur, then organize, facilitate, and track mitigation efforts to ensure resolution. Drive customer communication during critical events. * Be responsible for operational reporting and analytics; develop a system of key operational performance indicators to update EEA-IT leadership. * Build cross-functional relationships and have the ability to influence policies and procedures to improve post-release application life cycle management operations. * Mentor team members to evaluate and identify better ways to resolve issues and define updates to tools and processes. Preferred Knowledge, Skills, and Abilities: * Minimum five (5) plus years of hands-on experience working with a variety of technology systems in management or supervisory capacity. * Proven DevOps or AppOps experience in a high-volume environment. * Experience with software design and development in a test-driven environment. * Experience working with business workflows, technical operational documents, and managing business processes * Experience supporting a portfolio of multiple complex business applications. * Strong working knowledge of agile software development (Scrum, Kanban) methodologies. * Strong working knowledge of IT Systems and the IT software release adoption process. * Experience with Jira is highly preferred. * Prior public sector experience is preferred. Education and Certifications: * Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent work experience. * Certified Scrum Master is preferred, but not required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
