State of Massachusetts Associate Deputy CIO in Boston, Massachusetts

Overview A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Secretariat Chief Information Officer (A&F SCIO). A&F IT is a team of over 200 skilled and committed IT professionals who develop and maintain technical solutions that address business challenges for A&F agencies.A&F IT is seeking an Associate Deputy CIO to oversee Information Technology functions for theDivision of Capital Asset Management and Maintenance (DCAMM), Designer Selection Board (DSB)and other A&F agencies, as needed. The main focus of work will be at DCAMM, one of A&F’s larger customers. The Associate Deputy CIO will be a member of A&F IT’s senior team and report to the A&F Deputy SCIO. The senior team works to maintain consistency of IT programs, policies, and operations across all A&F agencies, including coordination with the statewide IT programs managed through the state’s central IT services, the Executive Office of Technology Safety and Security. DCAMM is a key agency within A&F. DCAMM is responsible for capital planning, major public building construction, facilities management, and real estate services for the Commonwealth of Massachusetts. DCAMM promotes quality and integrity in the management and construction of the Commonwealth’s capital facilities and real estate assets. DCAMM oversees the Commonwealth’s capital assets, manages capital projects and assists agencies by using comprehensive and cost-effective maintenance and management strategies and standards. DCAMM is also responsible for acquisition of property, disposition of surplus property and the leasing of space on behalf of state agencies, for offices and other facilities. At DCAMM,this individual will serve on their Executive Management Team, which includes the Commissioner, Deputy Commissioners for Planning, Finance & Administration, Facilities Management & Maintenance, Design & Construction, and Real Estate, along with managers and deputy directors from these respective groups. This individual will be responsible for managing the technology strategies to meet the business needs of the various business units within that agency DCAMM has recently engaged a consultant on a full-time basis to serve as the agency’s technology strategist. This individual will partner with this individual to establish implementation programs: schedules, budgets and approaches for technology adoption or refinement. This individual will also work with DCAMM leadership to develop a strategy for information integration, reporting and analytics across multiple platforms. Technology Challenges and Opportunities DCAMM has made major strides in technology implementation in its core functions of planning, design, and construction through the implementation of a new electronic project management system (PMIS) and has selected e-Builder® as its system of record. This PMIS system integrates workflow/process management, document management and financial controls in single platform. Management of this system on an ongoing basis is the responsibility of a Project Controls team within the Office of Design and Construction. Technology implementation and integration in the other departments has also advanced considerably, ranging from an online platform for managing the construction bidding process to a facility work order system used by 150 entities throughout the state (‘CAMIS’). Other departments are just beginning the work of determining workflow and information needs. It is clear that there is not one system that will adequately meet the needs of the varying department functions. The CAMIS Software (IBM Tririga) will be moved to a SaaS model and the Request for Proposals (RFP) is being planned. The first step including DCAMM identifying requirements and drafting the RFP. Support will be required replacing existing integration and technical support for migrating to a SaaS Service. The expectation of this position will include the management of IT Support Staff and coordination of activities between A&F IT and DCAMM IT Staff, managing the requests and support needs of DCAMM and support other initiatives as needed. DSB Another entity under the A&F umbrella is the Designer Selection Board (DSB). The DSB is an autonomous 11-member board that selects designers for state building projects and Commonwealth charter school projects. The DSB serves the design community and assists municipalities with guidelines for their designer selection process. At the DSB, staff are currently engaged with Autocene for work on a forms and workflow automated solution. The purpose of this project is to create an automated process related to the DSB’s Principal Firm approval process and to enable Principal Firms enter data about their firm and experience and to bid for specific projects. This project consists of vendor professional services providing installation services of the cloud-based Autocene Software, as well as developing workflow templates that are used by the Principal Firms, internal and external parties (the DSB members) and internal users (authorized Commonwealth staff). SharePoint Services DCAMM is currently migrating to SharePoint as the platform for file management and small customized applications. DCAMM is in an early adoption model with a new resource starting for A&F IT and other key team members supporting SharePoint services. Contractors are also supporting this team for specific projects underway. PowerBI and Data Warehouse DCAMM is also leveraging PowerBI and a SQL Data Warehouse supporting a new reporting infrastructure. Services are being provided by A&F IT as well as another contractor. Several departments are using this reporting tool and the plan is to centralize data for analytics and reporting needs beyond the core software solutions. This individual will continue to provide technical support to DCAMM and A&F IT Technical Teams. Several other software solutions are in place supporting the Compliance Department including B2G and LCP Tracker. These solutions are SaaS services. Integration is in place and data is being ported into the data warehouse. Position Description A&F IT is seeking a highly motivated, energetic, experienced professional with a background in IT to take on these challenges. Experience with technology solutions in facilities and capital program area is beneficial but not required. What is required is a demonstrated ability to be the ‘translator’ – to help agency staff determine business needs and how those needs can be met through technology; and manage IT staff to implement those solutions. This individual establishes and maintains the systems and procedures at A&F agencies and manages a 6–7-person team. This individual oversees the broad IT strategy, prepares annual capital budgets for IT initiatives, and oversees IT projects and provides project management maintains and improves IT standards, documentation, and support; and oversees technical evaluations, testing, integration, implementation, and maintenance activities as needed. This individual supports various aspects of project operations including budgeting, scheduling, document management, and works with others on the procurement of hardware, software, and maintenance support agreements. Specific responsibilities include: * Exercising strong leadership, while ensuring resources are appropriate, have adequate tools and work in a cohesive and professional manner. * Overseeing IT systems appropriately. * Establishing and overseeing processes for new project initiation. * Maintaining IT standards, documentation, and support, in alignment with Commonwealth IT policies and procedures. * Providing inputs to financial updates for spend plans and IT Capital spending. * Overseeing project reporting and data analytics to support both project management for line staff as well as executive decision-making. * Interfacing with executive and senior leadership of customer agencies, ensuring consistent and timeliness in basic functions and customer service. * Participating as part of A&F IT senior leadership in developing overall strategies and policies. * Ensuring that staff have adequate and ongoing training and professional development. * Identifying areas requiring changes in processes and works for constant improvement. The right candidate will be a strategic thinker, collaborative partner, and strong personnel manager with deep experience in IT. Strong communication and interpersonal skills and the ability to manage in a public and dynamic milieu are essential. This position is assigned to A&F IT, located at 1 Ashburton Place in Boston, Massachusetts. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
