State of Massachusetts Budget Manager in Boston, Massachusetts

The Executive Office of Health and Human Services (EOHHS) is seeking an experienced and dynamic professional to serve as the Budget Manager. The selected candidate will be responsible for analyzing, synthesizing, and presenting data from state and agency data and narrative submissions, establishing new reporting templates and identifying trends in the agency’s programs, expenditures, and projections. The Manager is responsible for reporting out to senior EOHHS leadership, working in direct partnership with the Budget Director, Chief Financial Officer, and EOHHS Agency finance staff to better understand trends and themes, and collaborating across the EOHHS in order to serve various program stakeholders. * * /_Duties and Responsibilities (these are a general summary and not all inclusive)_//:/ * Direct and conduct analysis on financial data, budget reports, and other sources to identify and prioritize opportunities for improvement. * Support the Budget Director for Financial analysis and reports orally and in writing at weekly meetings. * Provides analysis based on financial data and budgetary projections while developing analytical/technical approaches to problem-solving. * Collaborate with internal and external stakeholders for both inputs into budget monitoring and development. * Integrate and synthesize multiple stakeholder perspectives and inputs (e.g., budgetary, policy). * Develop and execute strategic, thoughtful recommendations, particularly those with cross-functional impact, to EOHHS senior leadership. * Create and maintain spreadsheets for analytical reporting and evaluation of accounts. /_Preferred Qualifications:_/ * At least four (4) years of experience in government administration, management consulting, healthcare administration, or other equivalent fields. * Prior experience working at a Health Plan or provider. * Ability to allocate personal efforts and team resources in a fast-paced environment with rapidly shifting priorities. * Capacity to engage and motivate cross-functional teams with disparate experience, skills, and motivations without formal accountability. * Skilled in quantitative and qualitative problem-solving. * Talent for parsing/structuring complicated problems and clearly communicating findings to a variety of stakeholders (internal and external). * Exceptional writing skills, with an ability to draft clear, accurate, and thorough report writing and data analysis. * Excellent interpersonal skills; proficiency in Microsoft Office including Excel, Outlook, and Word. /_About the Executive Office of Health and Human Services (EOHHS):_/ The mission of the EOHHS is to provide effective leadership in the delivery of health and human services that promote health, resilience, and independence to improve the quality of life for individuals, families, and communities throughout the Commonwealth. _Total Compensation:_ As an employee of the Commonwealth of Massachusetts, you are offered a great career opportunity influencing a wide spectrum of services to the diverse populations we serve - but it's more than a paycheck. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V. A Doctorate degree in a related field may be substituted for the required experience.
