Chief of Capital Programs (CCP)
The Chief of Capital Programs is the senior MBTA executive responsible for the delivery of the MBTA’s capital program, reporting to the General Manager.
S/he is responsible for the execution of the Authority’s Capital Investment Plan (CIP) spanning Capital Delivery, Vehicle Engineering and an additional 21 departments. The current 5 year CIP calls for the delivery of $8 billion in capital spending.
MAJOR DUTIES AND RESPONSIBILITIES
The MBTA is a capital-intensive Authority, and as such, execution of the capital plan is fundamental to effective service performance. There are four principal activities of the MBTA for which the Chief of Capital Programs will be responsible to orchestrate and integrate, in order to develop execute on the capital plan:
Program Management: The CIP spans 23 departments and consists of 315 projects. The Chief will be expected to develop a system to insure that projects are being contracted and executed on schedule.
Project Planning: The Chief will be expected to oversee the project planning and contracting process to insure that these activities contribute to the execution of the CIP.
Management of Capital Team: The Chief will oversee the activities of the following areas: Capital Delivery, Capital Program Oversight, and Capital Planning. In addition, the Chief will interact with the Chief Engineer and Vehicle Engineering on a regular basis.
Strategic Realignment of Capital Program Staff: The MBTA has increased capital spending from $400m to $850m per year. It is seeking to raise its yearly spend to $1.6m per year. The Chief will be expected to build an organization capable of executing on this goal.
Bachelor’s Degree in an appropriate field.
Minimum of eight (8) years’ experience in execution of large scale, multi-year capital investment program.
Minimum of five (5) years of related experience in a supervisory capacity. Demonstrated success developing subordinates through effective leadership and the setting of realistic but challenging goals.
Demonstrated success in capital program execution.
Thorough understanding of the capital development process from planning and budgeting through design, funding, procurement, construction, and close-out.
Demonstrated experience in collaboratively working with local, state and federal agencies.
Experience in making presentations to senior government executives, boards, and the public.
Effective organizational, analytical, confidentiality, multi-tasking and time management skills.
Leadership experience communicating with customers, employees, vendors, contractors, designers, elected officials, community leaders, and state and federal officials.
Solid presentation and conflict resolution skills.
Proven track record of collaboration, transparency, and effective communication.
Strong communication skills worthy of a senior executive.
Master’s Degree in Planning, Engineering, or Architecture or other appropriate field.
Preferred work experience for a capital-intensive public agency.
Preferred experience in transit or multi-disciplined infrastructure programs.
