State of Massachusetts Chief of Enterprise Services in Boston, Massachusetts

Overview A&F IT is a unit under the Executive Office for Administration & Finance (A&F) that is overseen by the A&F IT Secretariat Chief Information Officer (A&F CIO). A&F IT is comprised of 200 employees working on IT systems and applications for 15 various A&F agencies. A&F IT is seeking ahighly motivated, experienced professional with a background in IT to serve as itsChief of Enterprise Services (CES).The CES will be a member of A&F IT’s senior team and report to the A&F SCIO. The CES will manage a staff of 13-15 individuals. The CES is a new position within the organization, and this person will lead A&F IT’s ongoing commitment to support and promote shared services such as Digital Communications, Learning and Change Management, Project Management, Digital Analytics and Customer Service Software Development to foster the overall mission of the Administration and Finance Secretariat. Duties and Responsibilities The CES will have an enterprise focus on all the agencies within Administration and Finance whose mission is to develop and execute cost-effective public policy initiatives and services that ensure the financial stability, efficiency, and effectiveness of state and local government. The CES will provide support to all A&F’s supporting agencies bringing a more streamlined process and consistency to common shared services. The CES will lead and manage the shared services across the Secretariat. This includes Digital Communications, Learning and Change Management, Project Management, Digital Analytics and Custom Software Development. The CES will work with the SCIO to ensure that A&F IT’s Deputy Secretariat Chief Information Officers (DSCIOs) and Agency Chief Information Officers are taking advantage of these streamlined services and promoting them within the agencies they support. Shared services further promote the advantages of consolidated IT structures by folding agencies into standard operating models as it relates to these services. The CES serves as the principal support leader for A&F IT providing the vision and leadership for developing and implementing shared service strategies and initiatives Secretariat wide. The position scope is inclusive of all A&F IT agencies and functions. This position will work very closely with the DSCIOs who are responsible for anticipating and maintaining a vision for future service strategies, priorities and projects that will best achieve the agencies strategic goals and objectives. The successful candidate will: * Provide strategic and managerial oversight to the Digital Communications team who are responsible for promoting the organizations services and goals to internal and external stakeholders either through a specific initiative or on a holistic level. They use the latest digital marketing strategies and foster awareness across the agencies. * Provide strategic and managerial oversight the Learning and Change Management team who are responsible for creating plans that allow agencies to adapt faster. The teams primary focus is to help the agency’s ability to learn and adopt change to gain better results out of the projects and initiatives that they are pursuing. * Provide strategic and managerial oversight the Project Management Office whose goal is to set standards and improve upon the delivery of project management across A&F IT. The PMO creates standard project documentation and best practices and works to deliver that to areas within A&F IT. * Provide strategic and managerial oversight Digital Analytics Team that is charged with creating analytic programs and strategies to be used across the Secretariat agencies to promote awareness of data and tools in decision making and business process improvements. * Provide strategic and managerial oversight over the Custom Application Development Team to help smaller agencies adopt technology given limited budgets. Qualifications The right candidate will be a strategic thinker, collaborative partner, and strong personnel manager with deep experience in IT. Strong communication and interpersonal skills and the ability to manage in a public and dynamic milieu are essential. Required knowledge, skills and abilities include: * 5-10 years’ experience in a senior-level data management role * Management experience * Strong leadership and communication skills * Project management skills * Analytically minded * Professionalism and ethical behavior * Knowledge of management principles and practices, including the management of staff and professional development * Knowledge of state-of-art management information systems * Effective leadership and management experience and organizational and analytical skills * Knowledge of risk management principles and methodology * Knowledge of quality control and quality assurance principles and practices * Knowledge of project management principles and practices * Knowledge of procurement and contracting regulations and policies * Knowledge of American Disability Act (ADA) regulations and policies * Knowledge of change management theory and practice * Knowledge of business process improvement theory and practice * Ability to establish strategic goals and objectives and priority project goals and objectives This individual must have at least (A) six years of full-time, or equivalent part-time, supervisory, or managerial experience in business administration, business management, or public administration and (B) of which at least three years must have been in a managerial capacity. This position is assigned to One Ashburton Place in Boston, Massachusetts.
