State of Massachusetts Data Strategy Director – Data Services in Boston, Massachusetts
MassHealth is undergoing a major transformation of its data and analytics capabilities and striving to become a more data driven organization. A key aspect of the data strategy organization will be to develop the strategic vision that will bring new capabilities and tools to the agency. We are striving to move beyond descriptive analytics, into the predictive and prescriptive realm by leveraging advanced analytics and machine learning. We aim to make our processes more efficient through automation. We have recently kicked off a major cloud migration and are working toward empowering our policy makers with self-service analytics capabilities. Our goal is to enable MassHealth to make better use of data to support innovative health care policies and ensure more equitable outcomes for citizens of the Commonwealth. The Data Strategy team will play a crucial role in helping to set the direction and actively participate in the implementation. We are frequently called upon to bridge the gap between the business and technical teams and work on some of the most critical aspects of health care policy development and implementation. We are looking for a Data Strategist to work closely with our Data Strategists, Analysts and Deputy Chief Data & Informatics Officer to lead and support all activities required to enable the modernization of our data management, analytics, governance and culture as well as critical strategic initiatives. The successful candidate must be capable of working on the full range of data strategy, governance, and systems and support the creation of roadmaps that consider the people, processes, and technologies required to meet existing operational and evolving agency needs. They must be comfortable working cross functionally across both business and technical units. They should also be able to display an understanding of both the technical points of data management as well as the business drivers for data and data solutions. Additionally, the candidate must be extremely well organized with the ability to manage working on multiple projects simultaneously while meeting shifting deadlines. This is a job with shifting responsibilities and wide array of duties ranging from data strategy development to project management which will require the candidate to be able to think strategically while also having the willingness to be hands on to get things done. The candidate should display enthusiasm for data strategy, a proactive mindset and a desire to be a part of guiding an organization on its journey toward becoming a data-driven organization. The Data Strategy Director will provide technical and strategic support in the transformation of our current infrastructure to produce impactful and actionable data insights to improve the health of MassHealth members and drive value-based healthcare. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ * Play an instrumental role in the development of a data strategy for MassHealth * Lead strategic planning activities through the collection of business goals and analytic needs to support those goals * Conduct assessments of current state data capabilities and recommend pathways toward modernization * Provide strategic advice on technological solutions to support business processes and objectives with a focus on analytics, data platforms & architecture, and data-driven business insights * Lead and support the determination of business impact for proposed modernization activities * Interact with business teams to collect requirements, discuss findings and provide recommendations * Lead the development of new processes and ways of working in support of more efficient data management and operations * Document business and technical requirements and processes * Review and analyze the effectiveness and efficiency of existing systems and processes and support the development of strategies for improvement. * Apply problem-solving capabilities to determine business impact and strategic options to solve challenges posed by the modernization effort * Lead the development of success metrics for the data strategy and initiatives related to data modernization * Demonstrate flexibility and adapt to shifting priorities and timelines with a proactive mindset * Manage 1-5 data strategy managers and analysts _Preferred Qualifications:_ * Understanding of data strategy and experience with applying the methods for developing data strategies * Experience with the development of data strategy roadmaps and implementation of data strategies * Experience leading individuals and teams * Highly analytical and strong problem solver * Able to work on multiple projects simultaneously * Strong PowerPoint presentation development skills * Ability to clearly communicate (verbal and written) complex data related issues with both business and technical stakeholders * Extremely well organized * Have a high willingness learn new subject matter, skills and technologies * Strong customer service orientation with the ability to understand customer needs * Strong communication skills with the ability to clearly articulate (verbal and written) complex data related issues to gain support from key stakeholders * Project management capabilities * Significant experience with data management and analytics projects * Knowledge of cloud technologies, big data infrastructure and advanced analytics * Ability to lead requirements gathering and white boarding sessions * Ability to lead and work in cross-functional teams * Ability to understand business drivers and operations * Ability to understand and analyze data needs in a business, process, and analytical context * Strong collaboration skills and relationship building capabilities * Comfort with working under high pressure and tight time constraints * Entrepreneurial mindset; ability to identify opportunities and develop solutions with minimal guidance * Passion for public service * Prior experience with data strategy development is preferred * Prior MassHealth or other MA EHS agency, health plan or provider experience strongly preferred. _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.
