State of Massachusetts Deputy Chief Data Officer in Boston, Massachusetts

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSSis hiring an experiencedDeputy Chief Data Officerto oversee our project teams, engage with agency partners and stakeholders to improve the Commonwealth’s capacity for data-driven decision-making, and further develop the Commonwealth’s enterprise data programs and strategies. The Deputy Chief reports directly to the Chief Data Officer and will effectively manage and leadcross-functional teams of architects, developers, analysts, and designers to deliver large-scale data and analytics projects on time and on budget. The position is expected to be a strategic thinker who will help to improve the functionality and value of the Commonwealth’s data system The primary work location for this role will be at1 Ashburton Place, Boston, MA. The work schedule for this position isMonday thru Friday, 9:00AM to 5:00PM EST.This position would be expected to follow ahybrid model of reportingto work that combines in-office workdays and work-from-home days as needed. _Additional Responsibilities:_ * Oversee the design, development, and maintenance of data warehouses, data stores, and business intelligence systems for housing and processing administrative and other data * Manage internal and vendor technical staff for assigned projects to ensure quality oversight and on-time delivery * Develop and review data management plans, architecture plans, data transfer plans, and data security and privacy plans, including event monitoring and auditing guidelines, to ensure that systems meet security and technical requirements * Develop and review standard operating procedures to meet high standards for data organization, quality, and security * Oversee the delivery of business intelligence and other analytical products to internal staff, agency partners, system stakeholders and the public * Assist the Chief Data Officer to further develop the Commonwealth’s enterprise data programs and data governance strategies * Develop and maintain productive business relationships with internal and external partners, including state agencies, the Commonwealth’s Executive Offices, the Governor’s Office, and vendor partners;work with the Chief Data Officer, team members, and partners to build communities of practice around data * Deliver consistent and reliable processes and high-quality output _Preferred knowledge, skills & abilities_ * Three (3) to Five (5) years of experience leading technical teams to stand up and manage safe, secure, and reliable data architectures and to organize and process large quantities of data for analysis * Experience working with business stakeholders to implement new data standards, technologies, and systems that meet business needs * Proven track record of delivering high-quality data products to customers on time and on-budget * Experience developing standard operating procedures and comprehensive data management documentation that meet technical and regulatory requirements * Experience with the AWS stack * Proficiency with Github and version control systems * Experience with a team software development process: design, testing, coding, and peer reviews * Experience with continuous integration/continuous development (CI/CD) practices _Distinguished qualifications_ * Experience in a government setting; demonstrated interest in public policy or administration * Experience using data to improve operational efficiency, service delivery, and policy evaluation * Experience with statistical strategies to anonymize data for public consumption (e.g. differential privacy) * * MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least three (3) years must have been in a managerial capacity. *Comprehensive Benefits* When you embark on a career with the Commonwealth, you are offered an outstanding suite of employee benefits that add to the overall value of your compensation package.
