Blue Cross Blue Shield of Massachusetts Director, Data Engineering in Boston, Massachusetts

BCBSMA is looking for a Director of Data Engineering organization to lead transformation of enterprise data, analytics, and integration products. As core team member of IT organization, you would bring expertise in modern cloud data platforms, architecture & engineering principles, and best practices of building automated data pipelines.

This candidate will lead a team of senior managers, data engineers and quality engineers to design, develop and implement modern and sustainable data products to fuel digital transformation of data integrations and BI/Analytic solutions across a wide range of strategic initiatives. As a senior leader, you will be responsible for creating a culture of learning, agility, and autonomy. You will work with your team and internal customers to create and execute on a product vision that will solve data needs for the whole enterprise.

Key Responsibilities

  • Actively lead and develop a team of data engineers to deliver and maintain reusable and sustainable data assets and production pipelines across a variety of consumption patterns.

  • Develop the design and vision for data pipelines and testing frameworks to meet business needs while balancing maintainability, reliability, security, and scalability.

  • Contribute to and execute a multi-year roadmap to build and remediate enterprise-grade data assets leveraging cloud-based target state technology and architecture.

  • Take an active role in defining the overall data architecture and underlying data models

  • Maintain ongoing reliability, performance, and support of the data infrastructure, providing solutions based on application needs and anticipated growth

  • Participate in creating and maintaining strict compliance, data privacy and security measures

  • Enable effective working relationships across Product Management, Operations and Data Engineering organizations.

  • Collaborate with Enterprise Architecture, Platform, Security, Audit & Risk Management to build highly scalable, secure and enterprise grade applications.

  • Keep up to date on emerging technology solutions, particularly those on AWS, for continuous improvements in data engineering.

  • Help recruit highly capable engineers to the team from diverse backgrounds.

  • Deliver data architecture and solutions for critical strategic portfolio projects in collaboration with business and IT stakeholders.

  • Collaborate in setting up enterprise level Data Security, Data Governance, Master Data Management and Reference Data Management guidelines.

  • Manage technical delivery for projects, designs processes, manage and drive execution with help of consultants and associates.

  • Define and deliver consistent data engineering standards, methodologies, guidelines & techniques.

  • Diagnose and address complex problems, including performance issues, scale, and drive to resolution to meet business initiatives.

  • Engagement with 3rd party vendors/ Vendor partners and driving appropriate solution and delivery based on data needs.

Technical Skills

  • Minimum 10 years of progressively responsible work experience in data solutioning, data engineering, architecture, design, and development.

  • Minimum 5 years of hands-on experience in working as Solution/Data Architect on hybrid (cloud and on-prem) data platforms.

  • Minimum 5 years of experience with developing and managing ETL/ELT design and development using tools like Talend, Informatica, Databricks, Oracle Data Integrator (ODI) or equivalent.

  • Minimum 5 years of experience in database architecture using relational SQL (e.g. Oracle, PostgreSQL, MySQL), NoSQL (e.g. DynamoDB, MongoDB, Elasticsearch) and data warehouse (e.g. IBM Netezza, Snowflake, Redshift)

  • Minimum 3 years of experience in leading agile teams of data engineers, quality engineers, solution architects building highly scalable data products and applications.

  • Minimum 3 years of experience with building and managing real-time, near real-time and batch applications.

  • Experience working with RESTful API and general service-oriented architectures.

  • Experience with DevSecOps, Continuous Integration and Continuous Delivery technologies is desirable.

  • AWS Solution Architect certification (associate & above) is highly desirable.

  • Healthcare domain knowledge is a huge plus.

  • Excellent verbal and written communication skills.
