State of Massachusetts Director of Performance Analytics in Boston, Massachusetts

OSD is seeking a seasoned leader and disciplined manager to oversee the ongoing development and management of an accurate, reliable Strategic Data Ecosystem to support business decisions, and to create and manage on an ongoing basis, a Product Roadmap for building high-priority capabilities first, and then enhancing OSD capabilities with each product release. While the Strategic Data Ecosystem is comprised of disparate systems, processes and information sources, the goal of creating a central repository is to ensure that the universe of information is well understood, manageable, supports business priorities, drives the development of performance analytics on a continuous basis, and that persistent concerns about data reliability and timely availability are resolved.

Background

OSD creates a marketplace for sellers and public buyers to connect for commerce. Statewide contracts, which facilitate the connection between buyer and seller and generate revenue for the Commonwealth, are the centerpiece of this marketplace. From the initial market analysis and strategic planning, through the entire Strategic Sourcing lifecycle, and through ongoing management of vendor and buyer relationships and utilization of COMMBUYS government to business and business to government market center, the Vendor Report Management (VRM) tool, the Administrative Fee management and collection reporting tool, the Commonwealth’s financial system information warehouse, and the supplier diversity certification and management (Certrak) systems, OSD needs to be able to access and analyze market information and internal data in order to:

  • Set and revise agency revenue targets,

  • Set and revise customer acquisition targets,

  • Understand and improve contract effectiveness and performance,

  • Conduct competitive analysis,

  • Identify and fill contract gaps,

  • Improve and measure the buyer experience and buyer uptake,

  • Manage seller relationships and ensure a robust seller pool on statewide contracts, and

  • Create and maintain enterprise view of all Reporting & Analytics activity to inform organizational structure.

In addition, this type of data analysis enables OSD to set priorities more effectively and to make data-driven decisions about resource allocation, investment in new processes and systems, and options to promote diversity programs and achieve impact for both buyers and sellers.



Position Requirements

The Director of Performance Analytics serves as the Product Manager for the Strategic Data Ecosystem. In this role s/he works with the Product Owner to establish the vision for the Ecosystem, oversees the development of an initial product roadmap, and drives implementation of priorities via frequent solution releases. The Director of Performance Analytics serves an important translational role, and must understand how to examine a business problem or question and facilitate a discussion around how to design data collection and analysis to address the question.

The Director of Performance Analytics:

  • Owns the overall Product Roadmap for the development and healthy growth of a Strategic Data Ecosystem and Reporting and Analytics for OSD,

  • Develops and maintains a high-level view of where the complete solution will be over the next two years, including short and long term strategies to support business priorities,

  • Builds a proactive approach to Reporting and Analytics; understands the business questions OSD’s customers need answered, and develops, delivers, and manages Reporting and Analytics product roadmap(s),

  • Helps stakeholders understand the evolution of the product and its uses, and works collaboratively with external and internal stakeholders to create and execute a product strategy,

  • Works closely with the specific developers to articulate the vision of the user story or release under development and scope its implementation,

  • Coordinates the involvement and manages the activities of resources across OSD, as required, to deliver solution releases,

  • Uses scrum and the Agile discipline to drive to successful delivery of frequent solution releases,

  • Works with the Product Owner to groom and maintain the backlog for future releases,

  • Conducts retrospectives at the conclusion of each release to promote continuous improvement in the Ecosystem evolution and definition of future releases.* *

*Required Skills and Capabilities *

  • Ability to translate strategic vision into actionable plans

  • Experience creating key performance indicators, facilitating a broad examination of approaches to using data and information to answer business questions or problems

  • Ability to understand the needs of a range of stakeholders and rationalize those needs into priorities for action

  • Flexibility and creativity in devising innovative approaches to building data resources for OSD

  • Familiarity with and commitment to using the scrum and Agile discipline to drive solution development

  • Excellent communications skills

  • Track record of managing diverse teams and successfully meeting objectives and deadlines

  • At least 3 years of experience developing Key Performance Indicators for business performance

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.
