State of Massachusetts Director of Project Management-Field Operations Central Functions in Boston, Massachusetts

The Department of Early Education and Care (EEC) is an agency focused on building a coordinated, comprehensive system of early education and care services in Massachusetts. EEC’s mission is to lead the way in helping Massachusetts’ children and families reach their full potential. By providing and coordinating a range of services and assistance, EEC will continuously improve the quality, affordability and accessibility of early education and care in the Commonwealth. EEC seeks to hire a Senior Director of Project Management to assist senior leadership members in the development and implementation of the Commissioner’s comprehensive early education agenda for the Commonwealth of Massachusetts. The Senior Director of Project Management will report to the Deputy Commissioner for Field Operations-Central Functions and will work closely with the Senior Leadership team in structuring and overseeing policy projects which may involve various divisions of the agency, other agencies, conducting research and analyzing information to formulate and implement a wide range of policy initiatives and drafting documents to assist in the implementation, with a focus on issue resolution and collaboration of stakeholders. The Senior Director of Project Management represents the Department of Early Education on projects involving multiple divisions within EEC. The incumbent must structure and oversee complex project plans that are both achievable and have buy-in from all stakeholders, while also ensuring EEC policy goals are being met. This position requires superior project management, communication, organizational and relationship-building skills, problem solving skills and the ability to facilitate the work of many projects simultaneously. Since the Senior Director of Project Management often must make project decisions without supervision, this position requires the ability to think strategically and the ability to diagnose project issues and map out next steps independently. Finally, the Senior Director of Project Management requires the ability to work directly with the Commissioner and Senior Staff in EEC in a shared responsibility manner. DUTIES: * Provides project management, strategic planning, research, and analytic support for agency initiatives, including structuring, and overseeing the implementation of, complex policy projects involving various divisions within the agency when appropriate. * Works with other agencies and engages both internal and external stakeholders as requested. * Drafts guidance memoranda and other documents, as needed to support the implementation of policy initiatives, to support collaboration among stakeholders and to creating better alignment within EEC. * Coordinates with the appropriate divisions of EEC to ensure alignment with EEC’s policy, agenda, projects and to facilitate engagement and collaboration among effected divisions, including identifying barriers and creating effective strategies for resolution * Identifies opportunities for collaboration, creating guidance to promote safety for children, resolve issues when identified and makes recommendations to the Deputy Commissioner for Field Operations. * Oversees project plan development and implementation, including independently making day to day project decisions and delegating or identifying the appropriate individuals need to have successful and timely implementation. * Anticipates which project decisions need to be prioritized and escalated to the appropriate Senior Staff member. PREFERRED QUALIFICATIONS * Knowledge of the agency’s goals, objectives, and programs. * Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing office operations. * Knowledge of the organization of state government. * Strong communication skills, both in public speaking and in writing. * Ability to develop and implement new policies and procedures to achieve agency goals and objectives. * Strong interpersonal skills. * Strong project management skills including strategic planning, relationship building and the ability to multi-task and prioritize tasks. * Experience in project management and collaboration. * Ability to coordinate the efforts of others in accomplishing assigned work objectives. * Ability to understand, apply, and interpret the provisions of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing the agency and its operation. * Ability to establish and maintain harmonious working relationships and deal tactfully with others. * Knowledge of, and ability to apply and implement, project management frameworks such as Agile Scrum Questions regarding this posting may be directed to Dawn Deroche in Human Resources at Dawn.E.DeRoche@mass.gov. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
