State of Massachusetts Edp Systems Analyst II in Boston, Massachusetts

The MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. DCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future. The Systems Analyst serves on a team of EDP System Analysts engaged in the design, development and maintenance of software applications that comprise the Massachusetts One Stop Employment System (MOSES), the Commonwealth’s automated data collection and reporting system for federal, state and local workforce development programs operated through the MassHire Career Center system. The incumbent provides the full spectrum of business analysis including: collecting information from system users, analyzing business requirements, writing specifications and test plans; testing, and writing user documentation. Each business analyst participates in weeklyMOSESchange request management meetings with IT department, becomes familiar with all workforce development programs that useMOSES, and will serve as business analysts for one or moreof roughly 25 workforce program applications and reporting processes. Detailed Duties: * Meets with stakeholders to analyze business requirements specific to the development, enhancement, and support of the MOSES and related systems. * Reviews written materials that describe business practices and reviews related documents such as laws and rules that regulate the business practices, to gain a more complete understanding of the business operation and the governmental and policy parameters within which it must operate. * Conceptualizes business practices through dialogue with stakeholders to gain a more complete understanding of how the business is structured and day-to-day business practices. * Writes detailed business specifications to be used as the source document for program and systems development or resolution of problems. * Conducts and participates in design sessions with stakeholders to review preliminary automated models for necessary adjustments to the design. * Develops user test plans according to standard acceptable testing approaches. * Conducts user acceptance testing using standard testing techniques and software to insure that systems have been developed as described in the design specifications and are operating as expected. * Writes and maintains systems documentation which may includedetail design specifications, test plans and results, procedures, flow charts, outlines, instructional training manuals, and desk aids. * Prepares standard and ad hoc reports using SQL, Crystal Reports, Excel, Access, or similar software applications to meet the information needs of stakeholders. * Assists with database management and file processing functions to assure the integrity of the data which includes job seeker, employer, customer satisfaction and wage record data. * Reviews federal and state laws, regulations, directives, and policies that govern the reporting and performance activities of programs operated by MassHire Career Centers to assure that performance and reporting business rules are in compliance with requirements. * Reviews workforce development programs and meets with workforce development partners to assure that performance and reporting business rules conform to the operational objectives of MassHire Career Centers. * Assists with development and maintenance of websites that serve MassHire Career Centers, job seekers and employers. SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE. Minimum Entrance Requirements: * Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in electronic data processing, of which (B) at least one year must have been in work in which the major duties included computer systems analysis, or (C) any equivalent combination of the required experience and the substitutions below. *SUBSTITUTIONS: * *I.An Associate's degree with a major in the field of data processing or computer programming may be substituted for a maximum of one year of the required (A) experience.* II.A Bachelor's or higher degree with a major in the field of data processing or computer and/or information science may be substituted for a maximum of two years of the required (A) experience.* III.A diploma for completion of a two year full-time, or equivalent part-time, program in a recognized non-degree granting business or vocational/technical school above the high school level with a major in the field of computer programming may be substituted for a maximum of one year of the required (A) experience.* IV.An official transcript from a recognized business or vocational/ technical school as evidence of completion of a program consisting of at least 650 hours of instruction in the field of computer programming may be substituted for a maximum of one year of the required (A) experience. V.Graduation from the data processing course of a recognized vocational/technical high school may be substituted for a maximum of one year of the required (A) experience. Education toward such a degree or diploma will be prorated on the basis of the proportion of the requirements actually completed.
