Commonwealth Care Alliance IT Delivery Manager - IT Projects in Boston, Massachusetts

Why This Role is Important to Us:

The IT Delivery Manager (DM) is responsible for all information technology delivery components of assigned IT projects and initiatives. The DM uses a formal Software Delivery Lifecycle (SDLC) approach that includes project plans and methodologies to deliver results and business value.

Sometimes the DM works in partnership with a Project Manager from the Enterprise Project Management Office (EPMO) and coordinates the IT components of a strategic corporate project –where the DM is primarily focused on engineering, validation, and technical implementation. Other times, the DM will be the sole project coordinator for IT projects and initiatives.

The role will utilize and build on your strong technical background and project coordination experience, to lead IT efforts to achieve tactical and strategic goals that ultimately drive business value and improve member experience and satisfaction. This role reports to the Senior Director of Product Engineering and Application Development, under the CTO and CIO leadership, within the Information Technology (IT) organization.

What You'll Be Doing:

Essential Duties & Responsibilities:

The Delivery Manager focuses on the coordination and oversight of all technical deliverables for assigned projects including engineering, validation, and technical implementation.

  • Lead with empathy, supporting project team across all technical aspects, including but not limited to: estimates, design, troubleshooting, environmental and promotional path planning, technical implementation, and support transitions

  • Lead across diverse regions, cultures, and time zones, creating an environment of belonging, inclusion and diversity

  • For Waterfall projects, follows “Waterfall” Software Delivery Lifecycle (SDLC) through completion

  • For Agile IT projects, functions as Scrum Master, lead Agile working sessions and meetings

  • Works closely with the EPMO Project Manager and IT Leadership to provide status, risks, issues and an escalation steps necessary on strategic corporate projects and participates in periodic program / project reviews

  • Responsible for the delivery of the Engineering, Validation, and Technical Implementation of strategic corporate projects while working with the Project Manager and project leads

  • Collaborates with Information Technology Service Management, Release Management, and Information Technology Operations (ITO) to ensure proper preparations are made through the lifecycle of a project and through the promotional path of technology solutions

  • Requests and coordinates proper staffing during all project phases

  • Works with project leads to define and update the project work breakdown structure, effort estimates, and skill requirements for engineering, validation, and technical implementation

  • Re-forecasts monthly budgets throughout the project focusing on the Engineering, Validation, Technical Implementation, and Transition phases of projects

  • Continuously monitor project status via a variety of applicable methods; apply best practices and methods as needed, to manage and control project resources and scope

  • Works with the project leads to ensure that project deliverables are adequately tested throughout the SDLC including Unit, Functionality, Regression, User Acceptance, Performance, and Production release testing.

  • Reports project status to the Project Manager and IT Leadership

  • Leads promotional path planning, release planning, technical implementation planning for assigned projects

  • Develops release environment requirements working with Release Management and ITO

  • Provides build schedule to Release Management with input from project leads

  • Collaborates across IT functional areas (and business areas where appropriate) to ensure coordination and preparedness

  • Develops the release day implementation plan in conjunction with project teams and is responsible for execution

  • Develops the Transition and Warranty plan for post-release support transition

  • Provides warranty issue support during warranty period in conformance with Warranty Plan

  • Participates in identifying the training, tools, infrastructure, environments needed to support development team

  • Participates in the review of high-priority emergency changes during code freeze periods

  • Participates in the post-release project reviews

  • Participates in the project retrospectives

  • Participates in project audit as required

  • Manages, motivates, and leads project teams to meet project objectives

  • Assesses the performance of technical project team members and contributes to performance evaluations

  • Plans and reports on project progress

  • Tracks technical project risks and builds mitigation plans

  • Communicates up and down and across to ensure

  • Seeks support and escalates as necessary

  • Runs special projects and initiatives as necessary

  • Leads onshore offshore technical personnel

What We're Looking For:

Required Education:

  • Bachelor’s degree or equivalent work experience

Desired Education:

  • Master’s in management, Business, or Computer Science preferred

  • PMP or other Project management certification preferred

  • Agile certifications preferred (CSM, CPO, SAFe, etc.)

Experience Required:

  • Minimum of 5 years of experience in a hands-on project management administration coordination role focused on Information Technology projects and initiatives

  • Experienced in leveraging structured project methodology to lead large project teams in software application development

  • Experienced in delivering highly complex projects on time, on budget and with expected scope at a high level of quality

  • Proven track record in successfully delivering complex projects in a matrix organization

  • Experienced in Waterfall and Agile methodologies (Scrum, Kanban, SAFe, iterative) as well as hybrid methodologies

Desired Experience (nice to have):

  • Experience in Agile transformations preferred

  • Strong technical background is preferred

  • Healthcare experience preferred

  • Experience in DevOps DevSecOps preferred
