State of Massachusetts IT Program Lead - Bureau of Family Health & Nutrition in Boston, Massachusetts

The Massachusetts Executive Office of Health and Human Services (EOHHS)is the largest secretariat in MA state government, comprised of 16 agencies with over 20,000 employees statewide. DPH promotes the health and well-being of all residents by ensuring access to high-quality public health and healthcare services, and by focusing on prevention, wellness, and health equity in all people. Under DPH, The Bureau of Family Health & Nutrition (FHN) provides programs and services ensuring the health of the Commonwealth’s mothers, infants, children, and youth— including children and youth with special health needs and their families. The Massachusetts Executive Office of Health and Human Services (EOHHS) seeking to hire anIT Program Leadthat will work closely with the Department of Public Health (DPH), The Bureau of Family Health & Nutrition (FHN) and EOHHS IT Leadership to proactively identify, develop, and drive short-term and long-term application strategies. The IT Program Lead is responsible for understanding the specific IT goals / business needs, budgets, and interests of the business bureau/program and how these relate to their particular application portfolio, while ensuring compliance with IT policies and procedures. The Program Lead will assure that the Program applications are designed, developed, and supported in accordance with EHS IT policies and procedures. The Program Lead oversees and directs the IT application support and project management teams comprised of both contractors and State employees. Duties include ensuring proper project governance, project monitoring, issue tracking, implementing corrective actions, status reporting, management, and supervision of IT support staff, and ensuring the completion of all project deliverables on time and on budget. The Program Lead will directly supervise and monitor the operational and project activities of Project Managers and Application Leads, external providers, and internal IT support staff, providing mentoring and training as required. The Program Lead is responsible to ensure the high availability of all business applications through adherence to all EOHHS and EOTSS PMO, Security, Quality Assurance, Change Management, and Release Management practices. He/she is responsible for effectively allocating resources, prioritizing workload, monitoring systems and staff performance, and acting as liaison between Business at Bureau and EHS IT, and providing expertise in all business, application, and IT related matters. The primary work location for this role will be at 250 Washington Street Boston, Massachusetts 02108. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM EST. Key Responsibilities: * Continually improve and monitor operational, project, and business processes. Including applying for federal grants, budget monitoring, procurement, and contract management. * Work with Management in the development and implementation of the DPH IT Governance, Communication, and Continuous Service Improvement Strategies, which requires participating in or conducting ongoing Information Technology Roadmap workshops. * Conduct, review, and approve performance appraisals, provide training, and mentor members of the application support and project management teams. * Accountable for the ensuring that production and project support services meet and\or exceed the business applications support level agreement objectives. * Manage application upgrades & migration activities, business requirements, deadlines, and meeting business and IT objectives. * Responsible for both direct project management of projects, as needed, as well as program oversight of projects managed by additional PMs as required. * Ensure all Master Agreements (MA), Requests for Response (RFR) and procurements meet EOHHS, the Commonwealth of Massachusetts, and federal funding agency guidelines. * Document supporting policies, processes, and procedures especially where they are lacking. Create and maintain written procedure manuals. * Maintain professional interaction with internal & external teams, management, other organization service units, federal funding agencies and with end users. * Provide MIS staff with guidance and leadership that result in successful completion of their work. Ensure adherence and compliance to department policies, guidelines, and objectives. * Workload is appropriately delegated to staff; necessary follow-up and review is conducted. Regular meetings are held with staff, individually and collectively, to provide information and direction. Clear goals and responsibilities for staff are established. * Staff performance is monitored and evaluated. Appropriate feedback and instructions are provided. A work setting which builds a strong sense of teamwork and purpose is maintained. Preferred Knowledge, Skills & Abilities: * Minimum of 5 years of experience in IT project management with capability of managing various complex, cross-functional IT projects with effective leadership of staff. experience working in a Project Portfolio Management environment is a plus. Healthcare experience preferred. * Strong understanding of the software development lifecycle (SDLC) and Methodologies , from development to the roll-out of an enterprise applications or system enhancements. * Excellent analytical and problem-solving skills with the ability to drive change—taking complex or ambiguous issues, identifying the root cause, articulating options for moving forward, and building consensus around a course of action. * Extensive knowledge and hands-on experience with project methodologies such as Waterfall, Agile and SCRUM. * Strong understanding of testing methodologies for functional, systems, integration, performance and UAT. * Ability to work independently with limited direct supervision or part of a large team as needed to accomplish the responsibilities of the position. * Demonstrated ability to conduct detailed planning, perform risk assessments, and successfully mitigate project risks * Experience in working and managing multiple projects simultaneously in a highly matrixed environment * Ability to handle multiple, concurrent priorities with little or no direction, and meet established timeline * Knowledge of programming languages (Java and/or Python) * Experience in creating and writing clear, concise, and comprehensive test plans, and other technical documentation. * Strong interpersonal skills, including the ability to work across the organization and interact, influence, manage and negotiate effectively at all levels including senior level management. * Excellent written and verbal communication skills; interpersonal and collaborative skills; with the ability to effectively relate and communicate at all levels, including explaining technical matters in business terms. * Demonstrated leadership with strong organizational and customer service skills with attention to detail.process redesign experience highly desired * Familiar with standardized Project Management methodologiesand concepts as defined by PMI Education and Certification: * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. Prior Government or healthcare experience preferred. * Project Management Professional (PMP) Certification desired but not required.
