State of Massachusetts Municipal and School IT Manager in Boston, Massachusetts

About the Role

The EOTSS’sOffice of Municipal and School Technology’s mission is to support local government efforts to effectively serve their residents, students, and employees through the use of technology. The Office of Municipal and School Technology seeks an experienced, innovative technology professional, with a passion for local government, to help cities, towns and school districts across the Commonwealth realize their technology aspirations. The Technology Manager works with local government to analyze the current state of technology, including networking, servers, security, software, end-user devices, business processes, staffing, strategies, policies, procedures and more. The Technology Manager will develop finding, recommendation, strategy, policy and procedure documents based on the analysis to ensure that communities across the Commonwealth are well positioned for success.

The Municipal and School IT Manager will manage a diverse group of external stakeholders while acting as the project manager and/or business analyst for a variety of initiatives and will be responsible for developing metrics to ensure that services are meeting expectations and providing value to municipalities and school districts.

Further, the Technology Manager will identify common pain points faced by communities and work with the team to determine whether it would be feasible for the Office of Municipal and School Technology to provide assistance in these areas.

Required Skills, Knowledge & Abilities

  • 5 years of project management experience

  • 3 years of experience in information technology

  • Experience working with application programming interfaces (APIs)

  • Extensive and demonstrated experience in successful customer service, including the ability to adapt communication for effective interaction with technical staff, business staff and executives.

  • Proven experience in project management and business analysis

  • Demonstrated ability to understand and differentiate the needs of disparate organizations

  • Ability to review user requests and participate in decision-making regarding project feasibility and direction

  • Demonstrated ability to plan out and follow through on responsibilities with minimal direction

  • Capable of handling multiple priorities effectively, with a demonstrated ability to anticipate problems and resolve in a timely manner

  • Excellent written and verbal communication skills; both technical and non technical

  • Experience facilitating meetings and group discussions

  • Ability to exercise judgment and discretion in interpreting and applying departmental policies and procedures

  • Possess a valid class D driver license - Regular travel to MassIT locations and customer sites across the state as directed by the Director of the Office of Municipal and School Technology is required

Preferred Skills, Knowledge & Abilities

  • 2 years of professional experience within IT infrastructure, hardware, software, system integration and Cybersecurity analysis

  • 1 years of hands-on experience with network architecture and server administration

  • Experience in state or local government

  • Knowledge of data standards, such as BLDS and Open311
