State of Massachusetts Policy Implementation Manager in Boston, Massachusetts

The Department of Children and Families (DCF) is seeking a mission-driven, dedicated individual with public policy, project management, training material development, and management experience to fill the role of Policy Implementation Manager. Reporting directly to the Policy and Practice Director, the selected candidate will support and contribute to theDepartment’s policy implementation initiatives through management of projects and a team of individuals focused on development of written, visual, and/or video training materials and guidance, conducting trainings, maintaining a library of practice and policy resources, and providing consultation to clinical staff as needed. The Primary responsibility of the Policy Implementation Manager, under the direction of the Policy and Practice Director, is to provide effective leadership and management for all stages of policy implementation, including oversight for the development of training and its integration into field office practice. The selected candidate will work with senior leadership at Central office and in the Department’s five regions to ensure coordinated and integrated implementation of policies. They will oversee 5 regional Policy Implementation Specialists that are responsible for pre/post implementation training and support and operationalizing recommendations from statewide practice improvement initiatives, Continuous Quality Improvement reviews, CFSR reviews, etc. _Duties and Responsibilities (these duties are a general summary and not all inclusive)_: * Manage the development and implementation of policy and practice training initiatives that support the Department’s vision and mission. * Manage and provide supervision to the Policy Implementation Specialists and their execution of policy implementation activities, including the development of training and support materials. * Preparing business process maps, identifying specific areas of training need and implementation support. It also includes developing and operationalizing policy implementation plans. * Evaluate and assess existing practice and policy for efficacy and consistent integration into casework practice by working with DCF regional and area office managers and the Policy and Practice Director, and Central Office staff. * Reviewing and analyzing quantitative data (e.g. fidelity metrics and other performance data), and qualitative information (CQI and focus group information) to understand policy effectiveness. * Work with Information Technology staff to develop training and support materials related to Policy/IT rollouts. * Act as a liaison for the Policy and Practice Director, DCF field leadership, and senior leadership at Central Office staff to support and understand the complexities of polices and support effective and consistent implementation. * Manage the coordination of training and facilitated learning in Central Office, Legal, Regional and Area offices, working in coordination with Policy unit, CWI, RCDs, and RDs based on practice needs and practice gaps that may be identified. * Contribute to agency policy development through collecting data/feedback from DCF Clinical Staff, Clients, and other stakeholders. * Act as a liaison among DCF field offices and regional offices to support policy implementation and address implementation challenges and needs. * Travel to meetings and to DCF Area and Regional Offices, to provide support in the consistent implementation of policy and case practice. * Deliver training specific to DCF SACWIS system updates and best practices in data entry. _Preferred Qualifications_: * Experience in project management, training design and delivery, managing deliverables across cross-functional teams * Strong written and oral communication skills, including an ability to communicate across all levels of staff with varying roles. * Knowledge of child welfare laws, regulations, and national best practices * Familiarity with child welfare SACWIS systems * Experience working in child welfare system or relevant human services field. * Master’s Degree in Social Work, Public Administration, or related field preferred * Ability to work independently in a fast-paced environment _About the Department of Children and Families:_ The Department of Children and Families (DCF) is committed to upholding the fundamental mission of protecting children from abuse and neglect to ensure they are able to grow and thrive in a safe and nurturing environment.
