State of Massachusetts Program and Planning Implementation Manager in Boston, Massachusetts

The Executive Office of Health and Human Services (EOHHS) is seeking a strategic and versatile leader to deliver key projects and program administrative efforts, while fostering organizational effectiveness, problem solving and decision-making across all agencies and the Secretariat. This role is critical in executing program initiatives, driving proposal and design development, project planning, implementation oversight, stakeholder management and upkeep of documentation.

Our candidate will serve as a reliable partner who possesses a practical demeanor and a collaborative approach with internal and external managers and other stakeholders to understand the resource needs of a given project, working creatively within this structure to meet resource needs. He/she seeks to understand agency goals, challenges and opportunities in order to align project/program initiatives accordingly.


Duties and Responsibilities (these duties are a general summary and not all inclusive):_/*

  • Support the EOHHS Secretary, Chief of Staff, and the Senior Management Team by leading key Secretariat and agency projects

  • Support EOHHS agencies on key projects that are identified by the EOHHS Chief of Staff

  • Direct and support agency managers to ensure a consistent approach to project management throughout the Secretariat

  • Partner with a variety of agencies and project stakeholders by developing strategies, setting goals, managing deliverables, reporting on the status of milestones and identifying project risks

  • Provide oversight on behalf of the Chief of Staff of all priority projects and oversee all aspects, including deadlines, delegation of assignments, monitoring and summarizing progress

  • Ensure the appropriate prioritization of projects by developing and managing a project portfolio; track, measure and review project outcomes against identified goals and objectives

  • Recommend policy, procedural and protocol revisions to the Secretary and Senior Management Team

  • Confirm all initiatives are aligned with the EOHHS mission, vision, and strategic plan

  • Schedule and facilitate the effective gathering of all agency stakeholder needs and provide guidance on the evaluation, selection, and implementation of programs that meet those needs

  • Provide leadership/guidance in assessing and evaluating; Monitor emerging trends for potential impacts to agency operations and long-term strategyFoster partnerships with senior leadership and other functional teams/departments to deliver integrated solutions to project management requests

/_Preferred Qualifications_//:/

  • Juris Doctorate, Master’s Degree in Social Work, Public Administration, Healthcare Administration, Public Health, or equivalent field or 2 years of experience in program coordination and implementation and/or process improvement;

  • Deep knowledge of project management and project management methodologies, tools and practices;

  • Strong oral and written communication skills with the ability to communicate to various levels of staff and leadership to clarify needs and evaluate alternative solutions;

  • Proven skill and effectiveness in requirements gathering, definition, business planning, data analysis, process analysis, business and functional requirements analysis, and change management;

  • Strong analytical and reasoning skills and ability to understand and communicate effectively using data;

  • Capacity to partner with and influence senior leaders at all levels of the organization through relationship building;

  • Proficient usage of Microsoft Office product suite;

  • Self-motivated and independent learner
