State of Massachusetts Senior Contract Manager in Boston, Massachusetts

The Integrated Care team at MassHealth, the Massachusetts Medicaid agency, is seeking an individual to organize and facilitate oversight and management of MassHealth’s One Care and Senior Care Options (SCO) health plans through a team of contract managers. The Integrated Care Team is responsible forMassHealth’s integrated care delivery systems: One Care, Program of All-inclusive Care for the Elderly (PACE),andSCO,including for individuals eligible for Medicare and Medicaid (dual eligibles). This team is in a hybrid work environment, including as part of the Commonwealth’s Modern Workplace initiative. Skills or prior experience in contract management, a health plan environment, policy and program analysis, implementation, interpreting and applying complex federal and state statutes, regulation, and policy, program administration, effective communication, collaborating in a team environment, and preferably having prior exposure to health care policy, program implementation, project management, and government are strongly preferred. _Duties and Responsibilities (these duties are a general summary and not all inclusive):_ The Senior Contract Manager for Integrated Care Plans reports to the Director of Integrated Care Health Plan Administration and Oversight. * Plan Management and Team Coordination Collaboratively oversee a team of Contract Managers and integrated care health Plans; provide direction and strategy for oversight and performance management; coordinate communications and process improvements; support skill development for Contract Management team. Address and manage compliance and audit matters. Coordinate and manage Contract Management activities and tasks as needed, including empowering team members to take on management tasks as appropriate. * Issue Tracking and Resolution Develop and manage tracking systems for Plan issues and questions, and develop proposed responses in collaboration with team members. Organize and oversee communications with plans, issue resolution, and member case escalations. * Propose Policy and Program Improvements and Guidance Propose and elevate Contract Manager proposals for policy and program improvements for formal issuance through formal actions, informal guidance and communications, and process improvements. Convene and organize space to identify Contract Management insights and process, policy, and program improvements. * Advancing and Implementing Policy and Program Updates Support workgroups and projects, including by assigning staff participants. Manage Plan-facing implementation of policy and program initiatives and state and federal requirements related to One Care and SCO. Preferred Qualifications: * Degree in a related field, especially health or social policy, public administration or public policy, public health, law, social work, criminal justice, political science, management, or economics * Passion for public service * Background in health care management, contract management, policy, government, Medicare, and/or Medicaid * Ability to communicate effectively, both orally and in writing * Experience with health care quality improvement processes * Ability to work independently and collaboratively, including establishing and maintaining effective working relationships * Strong analytic and problem-solving skills * Excellent organization skills, including ability to manage time, to manage multiple tasks, to set priorities, and to work under time constraints * Experience effectively using project management techniques * Strong presentation skills * Ability to maintain accurate records and experience handling confidential information * Ability to interpret policies and procedures in written and verbal responses to requests for information * Experience in the healthcare industry, in a managed care environment * Experience presenting information in Microsoft Word, PowerPoint, and Excel, and familiarity with Tableau and Microsoft Teams _TO APPLY:_ Please upload both Resume and Cover Letter for this position when applying.First consideration will be given to those applicants that apply within the first 14 days. _About MassHealth:_ MassHealth, the Commonwealth’s Medicaid program, provides health care benefits to certain low and medium-income Massachusetts residents.
