State of Massachusetts Senior Manager, Delivery System Investment, Policy and Workforce in Boston, Massachusetts

The Executive Office of Health and Human Services (EOHHS) seeks qualified applicants for the position ofSENIOR MANAGER OF DELIVERY SYSTEM INVESTMENT, MASSHEALTH. EOHHS is the largest Commonwealth secretariat, and its work touches the lives of all Massachusetts residents. The Senior Manager of Delivery System Investment, will report directly to the Deputy Director of Delivery System Investment, and be responsible for managing multiple investment programs, including: * Delivery System Reform Incentive Payment (DSRIP) program, authorized by the Center for Medicare and Medicaid Services (CMS) under MassHealth’s current Section 1115 waiver * Other delivery system investments, as appropriate /DSRIP Program Background/ The DSRIP program is a 5-year, $1.8 billion investment program authorized under MassHealth’s Section 1115 demonstration that provides support for (1) implementation of payment and delivery system reforms that promote member-driven, integrated, coordinated care and hold providers accountable for the quality and total cost of care; and (2) improvement of integration among physical health, behavioral health, long-term services and supports and health-related social services. The DSRIP program provides direct funding to Accountable Care Organizations (ACOs), Community Partners (CPs), and Community Service Agencies (CSAs), and provides additional support to these entities through the Statewide Investments (SWIs), a portfolio of initiatives meant to improve statewide workforce capacity and development. The DSRIP program is slated to conclude at the end of December 2022, with significant close-out activities to be performed in the subsequent years. The successful candidate is a seasoned professional with a solid background in grant management, financial modeling, project implementation, and the ability to successfully navigate multiple workstreams. In collaboration with the Chief of Payment and Care Delivery Innovation, the Director of Delivery System Investment and Social Services Integration, and the Deputy Director of Delivery System Investment, the Senior Manager of Delivery System Investment will communicate and build relationships with external groups and individuals, particularly providers, payers, consumers, legislators, and federal and state officials regarding the various delivery system investment initiatives they are managing. The Senior Manager of Delivery System Investment will receive and respond to requests from a variety of parties and will maintain consistent communication with state and federal agencies providing information about program activities to interested members of the general public at meetings, conferences and public forums. /Duties and Responsibilities (these duties are a general summary and not all-inclusive):/ * In consultation with the Chief of Payment and Care Delivery Innovation, the Director of Delivery System Investment and Social Services Integration, and Deputy Director of Delivery System Investment, provide overall direction for and management of the DSRIP program, ensuring that the program’s objectives align with the state’s policy initiatives. * Manage policy development, program implementation, stakeholder engagement, and close-out activities for the $1.8B DSRIP program, including the Statewide Investments portfolio, which includes a student loan repayment grant program, a technical assistance program for ACOs and CPs, and various training programs for certain provider types of the frontline healthcare workforce * Manage any reporting responsibilities for the DSRIP program, including to CMS, the legislature, and the public (e.g. the DSRIP website:https://www.mass.gov/info-details/massachusetts-delivery-system-reform-incentive-payment-program) * Develop and manage other delivery system investment programs, as appropriate * Design and lead project management structure, which includes tracking project milestones, identifying risks and mitigation strategies, tracking timelines and budget * Managing a team of direct reports in support of all aforementioned duties and responsibilities * Perform other duties as required /Requirements:/ In order to be considered for the position, applicants must have at least five years of full-time, or equivalent part-time, professional, administrative, or managerial experience in business administration, business management, or public administration and of which at least one year must have been in a managerial capacity. /Preferred Qualifications:/ * Demonstrated understanding of project management principles and practices coupled with the ability to coordinate numerous projects simultaneously to successful completion. * Familiarity with key healthcare stakeholders including payers, providers and consumer representatives. * Experience with budget management and grant fiscal administration * Experience with procuring and managing vendors and contractors * Ability to read and understand complex scientific literature and the ability to interpret and use data in problem-solving and process improvement. * Effective communicator both in writing and oral presentation. * Competence in mediating conflict, coordinating competing interests and working under time constraints. * Solid record of decision making ability which includes properly assessing the impact of outside forces, setting priorities and reaching decisions under pressure. * Knowledge of federal and state laws and regulations governing grant administration, healthcare policy and financing. /Preferred Educational Qualifications:/ * A Bachelor’s Degree and at least five years of full-time or equivalent part-time professional, administrative or managerial experience in program management, grant management, program administration, financial analysis, and/or program planning * A Graduate Degree with a major in public policy, public health, business administration, public administration or a health-related field. /_Agency Mission:_/ MassHealth, the Commonwealth’s Medicaid program, provides health care benefits to certain low and medium-income Massachusetts residents.
