FEDSIM Senior Pursuit Manager - Government & Public Services

Open (Virtual/Remote in Continental United States)

If you have experience with the complete Federal proposal lifecycle and a proven track record of leading responses to FEDSIM-managed pursuits in the Federal space, Deloitte's Government and Public Services (GPS) team is the place for you! Join our team of professionals in delivering strategic and tactical guidance to senior leadership in support of proposal development efforts.

Work you'll do

As a Senior Pursuit Manager on our team, you will lead FEDSIM proposal responses and:

• Provide overall strategic leadership and approach support for complex pursuits/projects, from pre-RFP to oral presentation stages

• Work directly with account teams in the execution of the GPS Pursuit Methodology process to drive the development of compliant and compelling proposals

• Lead and guide proposal teams in developing a strategic approach, evaluating solicitation requirements and managing a time-effective process

• Work with technical teams to develop content that is clear, effective and consistent

• Brainstorm solutions providing tactical advice and guidance with the ability to drive strategy and solutions that result in winning submissions

• Manage team members (of various specialties and at various levels of seniority) to develop responses that meet the needs of potential clients

• Demonstrate the ability to bring creativity and innovation to the framing and structuring of proposal

• Assist Orals Coach with planning, scripting, coaching, and facilitating strategy sessions

• Have responsibility across multiple, concurrent projects

• Conduct post-submission proposal debriefs to determine future proposal strategies and potential process and tool changes

• Contribute to the development and continuous improvement of proposal management processes, tools, and templates



• Minimum of ten (10) years in Federal and/or State and Local Government/Higher Education proposal management, proposal development, and in the direct management of proposal team members

• Minimum of three (3) years managing direct experience leading complex Assisted Acquisition Service (e.g., FEDSIM, GSA Regional, etc.) captures and driving proposal submissions.

• Experience in leading large complex proposals with values in excess of $250m which include detailed, evaluated oral presentations

• Advanced/mastery level of skills and specialties that offer high strategic value to top priority pursuits

• Experience leading teams in strategic discussions and increasing the probability of win

• Adjust to shifting priorities, stringent deadlines, last minute requirements, and occasional evening/weekend hours to accomplish tasks on schedule

• Bachelor's degree (Masters desirable) with preferred concentration in Business, English, Journalism, Marketing or Communications, or comparable work experience

• Excellent communicator - both written and oral

• Experience in public speaking and presentations

• Proficiency in Microsoft Word, PowerPoint and Excel

• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.


• Training in formal capture/proposal methodologies

• Knowledge and understanding of Federal and/or State Government procurement regulations and practices (including FAR and DFAR)

• Experience with editorial practices and standards

• Proven ability to manage other Proposal Managers and teams

• Coach and mentor Pursuit Center of Excellence (COE) team members

• Ability to read situations and adapt leadership style to achieve results

• Ability to work with grace and efficiency in a demanding, deadline-driven environment

• Team-oriented with a proven ability to manage multiple projects at once

• Demonstrated initiative and problem-solving ability

• Attention to detail and exceptional follow-up skills

• Ability to analyze information and make sound observations and recommendations quickly
