This position is located within the Office of Information & Technology (OI&T;), ITOPS, End User Operations, District Operations, Area Operations, at a Veterans Administration duty location within the U.S. The incumbent serves as a primary advisor and point of contact to the Area senior IT executive manager and management officials on information management (IM) issuesand IT projects under development or planned for the serviced organization.

Responsibilities

Exercises full technical and administrative responsibilities for planning, developing, implementing, executing, and evaluating the Information Technology (IT) Program. Executes IT initiatives to include planning, design, acquisition, implementation, operation, and disposal of IT infrastructure. Resolves acquisition issues, related IM policy matters, and potentially controversial items . Ensures that decisions made, actions taken, and results obtained are tenable,cost effective, and within established policy, standards, and guidelines. Coordinates with the Enterprise Service Line organizations as needed to support day-to-day operations. Work involves the planning and delivery of VA point of service customer support, including installation, configurations, troubleshooting, customer assistance, and/or training, in response to customer requirements in support of site functions

NOTIFICATIONS:

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position includes a Selective Placement Factor (SPF). The SPF is as follows: Possess IT experience and have detailed background with extensive experience in operations, supervision, and management of IT delivery systems and equipment.

You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Examples of specialized experience would typically include, but are not limited to: Exercises full technical and administrative responsibilities for planning, developing, implementing, executing, and evaluating the Information Technology (IT) Program. Oversees and assures interoperability, integration,and operations for the installed base of hardware and software, and continuity of operations, e.g., coordinates, executes, implements and maintains the installation, configuration, troubleshooting and operation of customer hardware and applications, local area networks (LANs), dedicated communications lines, voice and video systems, connections to wide area networks, etc. Administers the information systems security program and implements information systems security procedures. Develops IT and IM service related operating procedures and policy. Conducts technical briefings. Conducts trend analyses to identify areas where additional customer training and assistance is needed and initiating appropriate action, such as defining new training requirements; providing group and individual training on technical issues and new or modified technologies. Develops and executes a customer service training and evaluation program. Monitors customer satisfaction, trouble ticket resolution and other data as needed to determine effectiveness of the program. Regularly visits locations within the area to ensure proper support is provided. Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit's work. Establishes and communicates guidelines and performance requirements to employees; conducts formal performance reviews; and identifies and provides for the developmental and training needs of employees. Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit; provides advice, counsel or instruction on both administrative and work matters; and assures full compliance with safety regulations. AND, in addition to the experience/education described above,you must have IT-related experience demonstrating each of the four competencies listed below which must be supported by your resume and other application materials. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is both sedentary and active, requiring walking through out the medical center. Duties may require lifting, carting and carrying computer equipment such as monitors and printers weighing 20-40 pounds. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to equipment.
