State of Massachusetts Technical Project Manager in Boston, Massachusetts
*About the Organization:*
The Executive Office of Public Safety and Security (EOPSS) is responsible for the policy development and budgetary oversight of its secretariat agencies, independent programs, and several boards which aid in crime prevention, homeland security preparedness, and ensuring the safety of residents and visitors in the Commonwealth.
_About the Role:_
The Project Manager is responsible for delivering large scale data technology projects for EOPSS. Over the course of their assignments, the Project Manager will work with a range of stakeholders, including leadership at the Executive Office of Public Safety and Security (EOPSS), the Executive Office of Technology Services and Security (EOTSS), and criminal justice agencies, technical and business staff, relevant Boards and committees, and the public to formulate project requirements and meet project objectives.
Plan and manage the identified projects by identifying tasks, resources, delivery timelines, and success metrics
Work with EOPSS and EOTSS leadership to identify and install appropriate personnel teams and monetary resources to fulfill project scope and ensure the successful and timely completion of deliverables
Manage program scope, schedules, budgets, and resources to successfully fulfill business and technical requirements with high customer satisfaction
Recommend technical solutions and tools to meet project needs. Work with procurement and finance teams as necessary to facilitate successful and timely procurement(s)
Ensure deployed solutions are compliant with EOTSS Enterprise Technology and Security Standards
Facilitate technical support, as needed, including but not limited to architectural reviews, compliance reviews and project artifacts
Anticipate and manage project risks to timelines and budgets to eliminate obstacles to timely completion of deliverables
Create and maintain project artifacts such as project charter/scope, project plans, schedules, back log list, stories, status reports, and operational checklists
Lead project status meetings with EOPSS, EOTSS, and agency management, leadership, and other stakeholders regularly and as needed
Facilitate stakeholder engagement, including with EOPSS and EOTSS leadership, agency management and staff, the Justice Reinvestment Policy Oversight Board and relevant committees, and the public; prepare and deliver memos, briefs, and presentations as required
Follow the Project Management Office (PMO) methodology and the use of PMI best practices; ensure the delivery of a product that meets user requirements
Work with EOPSS and EOTSS leadership to identify and install appropriate personnel team and required monetary resources to maintain and manage technical architecture post-completion
_Required Knowledge, Skills & Abilities:_
5 years in information technology with at least two years in a project management role
B.S. in Computer Science or equivalent degree/experience.
Demonstrated experience creating and implementing project plans and schedules according to project goals and objectives
Demonstrated experience successfully delivering complex data infrastructure projects
Working, up-to-date knowledge of data technologies and tools
Demonstrated ability to build realistic project budgets and deliver within them
Ability to manage multiple workstreams simultaneously
Working knowledge of project management concepts, as defined by PMI
Working knowledge of Agile/Scrum methodology
Working knowledge of ITIL concepts
Experience working in a highly matrixed organization
Excellent customer service and teamwork skills
Excellent communication skills, both written and verbal, with the ability to be respectful and diplomatic always
Excellent human relations skills; ability to work with leadership, technical resources, and varied stakeholders to meet project objectives
_Preferred Knowledge, Skills & Abilities:_
PMI Certification (PMP or CAPM) preferred
Scrum Master/Product Owner certification preferred
Experience with public (government) administration, including budgeting and procurement, preferred
Experience with criminal justice or public safety data and case management systems and processes desirable
