State of Massachusetts Technology Operations Manager in Boston, Massachusetts

The Massachusetts Department of Public Health (DPH) is seeking an experienced, strategic and self-motivated professional to serve as Technology Operations Manager. The selected candidate will serve in a project management role and oversee the business operations of RedCap, Apex, and other data management systems to assist program directors and epidemiologists with the management of data required to inform program planning. The incumbent will represent DPH in meetings with the Executive Office of Health and Human Services (EOHHS) IT and negotiations with system vendors. DPH manages an exceedingly large amount of data, typically in databases that do not have an individual employee designated to oversee its operation and maintenance. These data systems are critical to maintaining public health and ensuring health equity across the Commonwealth. /_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/ * Oversees the day-to-day business management of the RedCap and Apex applications, including providing general support to users. * Partners with IT to ensure that the systems are in good running order, assisting end users with any issues that arise, addressing access and operability issues, and working with the system vendors to ensure that the agency is staying up-to-date on system improvements. * Collaborates with all departments, bureaus and offices to gather input on data needs. * Assesses data system risks and assists with using data to address health equity concerns. * Recommends priorities for projects and engages in strategic planning to identify and address agency priorities to prepare for future public health emergencies. * Oversees the department’s IT Liaisons team, including planning and facilitating meetings and keeping liaisons up to date on IT operational developments. * Serves as the department liaison with IT staff at EOHHS on issues related to data management in small applications, including attending IT steering team meetings and raising concerns and ideas as appropriate. * Monitors compliance issues and oversees DPH content on HealthNet. * Manages distribution of mobile devices and MS Teams implementation. * Participates in team meetings, internal Department teams, as directed, and off-site meetings, regarding data management. /_Preferred Qualifications:_/ * Demonstrated knowledge of program planning, needs assessment, and program evaluation methodologies. * Excellent management skills including project structuring and directing multiple work streams interdependently. * Strong technical proficiency, ideally in application and framework development, and high-availability services. RedCap and Apex application usage/knowledge a plus! * Ability to work independently, with attention to detail, and the capacity to prioritize tasks appropriately. * Capability to work on and prioritize multiple projects simultaneously and meet tight deadlines in a fast-paced environment. * Ability to present complex and/or technical concepts in a clear and understandable format. * Excellent interpersonal and communication skills and the ability to work collaboratively with a wide variety of staff demonstrating personal initiative as well as the ability to work well in a team. * Experience leading cross-functional projects including technical leads, software developers, quality, and operations teams. * Commitment and passion for implementing and fostering equity, diversity, inclusion, and social justice into work practices while addressing other social determinants of health. * Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams and Outlook. /_About the Department of Public Health:_/ The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. III.
