Incumbent performs the duties as the assigned Contractor Program Security Officer (CPSO) or Contractor Special Security Officer (CSSO), working closely with Government contracting office to ensure all contractual security obligations are met. Acts as liaison between Laboratory and outside personnel. Represents the Laboratory during inspections by Government security officials, ensuring adherence to National Industrial Security Program (NISP) requirements in all Industrial security domains; including Special Access Program PERSEC, OPSEC, PHYSEC, COMSEC, Counter Intelligence, Incident Investigation, and Administrative Security, among others while working in a DOD and/or IC R&D laboratory environment. Will be expected to develop strong knowledge of NISPOM, ICD series, DoD 5205.07 (v1-4) and DOD 5105.21_M(v1-3) regulatory documents. Administers the Laboratory’s Special Security Awareness and Education program.
Using contractual requirements, administers security programs to protect sponsor’s information and technology. Interprets and implements Intelligence Community Directives (ICD) and other Government furnished policies. Ensures that contractual requirements outlined in the DD254, are fulfilled.
Establishes and maintains liaison with external customers and program management and disseminates and applies DoD and Intelligence Community (IC) security requirements.
Assists with the preparation of files (records, documents, and personnel forms) requiring the assembly of data from a wide variety of sources. Assists with the completion of statements, reports, and statistics, some sensitive and/or classified in nature.
Working with Internal Program Managers, Task Leaders and engineering staff, ensures security approvals and accreditations are in hand prior to classified work being performed.
Responsible for drafting and submitting program documentation such as Concept of Operations (CONOPS), Program Protection Plan (PPP) and Fixed Facility Checklists (FFC) to dedicated government sponsors.
Interacts with multiple levels of Draper management and technical staff to convey information related to program indoctrination briefings and debriefings. Provides security guidance and is responsible for answering security related questions.
Acts as program courier, i.e. hand carry sensitive material to various locations and ensures accuracy of receipt and dispatch, document control, personnel and combination records. Maintains document control for special program areas. Performs courier duties in the local area and in the U.S as needed.
Working with Program Security Leadership, manages and plans the construction and/or modification of special program work areas to meet the government’s physical security specifications. Responsible for maintaining compliance by coordinating with company contractors to ensure the maintenance, repair, and integrity of access control and alarm systems. Initiates security plans to meet contractual requirements.
Working with Program Security Leadership investigates and files necessary reports of security infractions and violations and prepares written investigative reports.
EDUCATION AND EXPERIENCE
Bachelor degree in Criminal Justice or related field with 1 - 2 years’ experience.
Must have Entry-Level knowledge of NISPOM, ICD series, DoD 5205.07 (v1-4) and DOD 5105.21_M(v1-3)
Must have aptitude for details, strong interpersonal and organizational skills.
Proficient in Microsoft Office applications Word, Access and Excel
- Current in scope Top Secret security clearance is required.
