Incumbent performs the duties as the assigned Contractor Program Security Officer (CPSO) or Contractor Special Security Officer (CSSO), ensuring adherence to National Industrial Security Program (NISP) Requirements in all Industrial security domains; including Special Access Program PERSEC, OPSEC, PHYSEC, COMSEC, Counter Intelligence, Incident Investigation, and Administrative Security, among others. Incumbent will be required to be proficient in Industrial Security, Technology, Business Administration, Professional communications; written and spoken, to include public speaking, or other related disciplines, derived from practical experience in government special security compliance, within a DOD and/or IC R&D laboratory environment, displaying a Strong knowledge of NISPOM, ICD series, DoD 5205.07 (v1-4) and DOD 5105.21_M(v1-3) regulatory documents.
Establishes and maintains liaison with external customers and program management and disseminates and applies DoD and Intelligence Community (IC) security requirements. Recommends changes to company security policies and procedures as needed. Responsible for keeping laboratory Directors appraised of security changes in government security requirements and procedures. Supports Business Development by providing security requirements and the estimation of security support for proposals. Participates as an active member of special security working groups in the SAP and SCI community.
Maintains COMSEC accountability for SCI special programs to include encryption devices, secure telephones (STE), and classified communication networks. Maintains required security databases.
Coordinates and conducts security education briefings. Mentors and trains other security personnel when required. Successfully complete indoctrination training, conducted at sponsor facilities. Successfully complete required training in accordance with various government provided regulations, manuals and directives.
Manages and plans the construction and/or modification of special program work areas to meet the government’s physical security specifications. Responsible for maintaining compliance by coordinating with company contractors to ensure the maintenance, repair, and integrity of access control and alarm systems. Initiates security plans to meet contractual requirements.
Ensures accuracy of receipt and dispatch, document control, personnel and combination records. Maintains document control for special program areas. Performs courier duties in the local area and in the U.S as needed.
Investigates and files necessary reports of security infractions and violations and prepares written investigative reports. Responds to after-hours alarms and emergency conditions.
Submits Personnel Access Requests (PARs) and nominations for employees to special programs. Submits periodic reviews for continued access, scheduling polygraphs and program briefings.
Assists in other security areas as needed for inspections, events, and special activities.
Strong knowledge of NISPOM, ICD series, DoD 5205.07 (v1-4) and DOD 5105.21_M(v1-3)
Proficient in Microsoft Office applications Word, Access and Excel
Excellent written, verbal, and presentation communications skills.
Bachelors Degree or comparable work experience. Candidates with a background in Industrial Security, Technology, Business Administration or other related disciplines preferred.
2-5 years industrial security experience in government Special Programs. DOD and R&D laboratory experience desirable.
Successful completion of an IC Contractor Special Security Office course.
Successfully obtain IC SCI indoctrination authority.
Successful completion of IC COMSEC courses.
