Under the direction of the Business Manager, the Senior Program Analyst will interface with program managers, functional management, contracts specialists, corporate finance, and task leaders and will be accountable for all financial and administrative matters pertaining to assigned proposals and programs. Responsible for preparing cost proposals, financial reports, budgets, schedules and performance variance analysis. Must have a high level understanding of project management planning, scheduling, monitoring and control concepts.

ESSENTIAL FUNCTIONS

  • As part of the proposal development team, responsible for preparing cost proposals in accordance with proposal manager’s instructions, the RFP and customer requirements. The Senior Program Analyst is responsible for taking a leadership role in interpreting the financial and administrative requirements of the RFP and/or proposal, and communicating the financial and administrative compliance items to the Program Manager and Engineering staff, coordinating with Finance & Administration as required. Interface with customer and subcontractor financial staff to coordinate cost proposal preparation and submittal.

  • Working with the program manager for assigned programs, plan and participate in program kick-off meetings to communicate budget, schedule and contractual requirements to project team. Ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and proactively submitting timely requests for additional funding and/or senior management risk authorization when applicable. Communicate with customer and subcontractor financial staff as required to track and report financial progress.

  • Monitor contractual changes, completion of project deliverables, and be cognizant of any impact to cost and schedule baselines.

  • Responsible for preparing financial forecasting and reporting, including but not limited to staffing and revenue projections, financial analysis, program health and business development metrics.

  • Tailor processes for proposal development and program execution monitoring. Work with Business Manager to ensure an efficient interface between Commercial processes and systems and the corresponding Draper systems and assist in developing new processes and reporting capabilities.

Required Qualifications:

  • BA or BS required

  • A minimum of 5 years of progressively increasing business and financial experience

  • Experience with administering government grants and/or contracts

  • Strong understanding of Uniform Guidance and Federal Acquisition Regulations (FAR)

  • Must have strong leadership skills, confident in their ability to work independently with a high level of accuracy and productivity

  • Ability to meet deadlines in a high-pressured, time sensitive environment

  • Strong excel skills, excellent financial analysis skills, and strong interpersonal, written, and verbal communication skills.

Preferred Qualifications:

  • Previous experience with commercially funded contracts

  • Knowledge of NIH, NSF & DOD regulations

  • Experience with Microsoft Project preferred
