Job Summary

Responsible for overseeing the Integration of the technology portfolio operations processes required to deliver mission critical enterprise technology programs. Through effective and successful management of technology teams, the Program Director will ensure the highest level of standards and results are delivered for program and project management. The Program Operations Director will guide cross functional project teams within a matrixed environment and must effectively communicate with executive leadership and all company levels, divisions, and departments within the enterprise. Responsible for managing relationships with key internal and external constituencies including managing relationships with consultants and vendors.

Key Responsibilities/Duties – what you will be doing

Overall portfolio operations ownership and strategic management of the enterprise project portfolio. Responsible for:

  • Developing, implementing, and monitoring combined heritage organization program governance, tools, and metrics to ensure successful outcomes

  • Accurately estimating, tracking, and managing project intake and resourcing to the portfolio budget and financial forecasts

  • Collaborating with procurement and IT operational teams to track licensing needs

  • Creating and guiding portfolio performance reporting, financial, benefit/synergy tracking

  • Ensure that established project management tools, processes, standards, and techniques are followed for Agile and Waterfall project management, change management and IT problem management

Team management and development

  • Management of matrixed program management team, including assigning work, professional development, performance evaluation, recruiting and coaching/mentoring

  • Ensure a positive, collaborative working environment for the team

  • Monitor and evaluate specific and general performance against standard measures (when appropriate)

  • Provide program standards to Program/Project managers and support adherence to corporate protocols for project management

KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS

  • Oversee a large portfolio in support of the Information Systems (IS) objectives and with a focus on governance

  • Develop and foster relationships with the CIO, portfolio leaders, project managers, and external partners

  • Collaborate with business and finance leadership to support project intake, vetting and prioritization processes within each portfolio, and across portfolios as needed

  • Facilitate leadership meetings and effectively communicate complex technology concepts to business audiences

  • Provide consistent and effective portfolio dashboards, portfolio reviews, scorecards, and reports

  • Collaborate with Integration, Corporate portfolio and Finance leadership on analysis of in-flight and proposed projects

  • Ensure that portfolio benefits are defined, managed, and realized during the portfolio lifecycle

  • Apply best practices in the areas of program management, portfolio management and change management

  • Provide leadership and management/mentorship and coaching of Program/Project Managers, if applicable

  • Promote IT framework, governance, and processes

  • Quickly develop the ability to use advanced knowledge of company to navigate the political landscape

  • Acts as a strategic and value-added technology partner to stakeholders throughout the organization

Qualifications – what you need to perform the job

This position requires a high degree of portfolio management and business knowledge. Prior experience in a wide variety of business and information systems projects is required. It also requires 15+ years of experience in a business environment preferably with knowledge of health care, health insurance and information systems. Proven abilities in strategic planning, portfolio management, relationship management and change management as well as demonstrated competency in developing efficient and effective technology solutions to diverse and complex business problems is required. Vendor management essential.

Knowledge requirements (education & experience):

  • Bachelor Degree required. Advanced degree in information technology, business, or related field preferred. PMP and Agile Certification preferred.

  • This includes 15+ years of business experience, along with 10+ years in project management including successfully managing a large portfolio with multiple business stakeholders

  • This position requires proven experience with financial and resource budget tracking and forecasting

  • This position requires a high degree of portfolio, program and project management and business knowledge, so prior experience in a wide variety of business and information systems projects is required, preferably with knowledge of managed care/healthcare, insurance, and information systems

  • This position also requires proven abilities in strategic planning, relationship management and change management as well as demonstrated competency in developing efficient and effective technology solutions to diverse and complex business problems is required

  • The position requires experience with successfully managing a large portfolio with multiple business stakeholders

  • Must be proficient in Microsoft Project and Office (Word, Excel, PowerPoint) and possess solid presentation and storytelling skills.

Skill requirements (include complexity of position):

  • Requires ability to develop executive level presentations succinctly communicating portfolio status and risk mitigation strategies

  • Requires the ability to prioritize competing issues and to effectively lead in a matrix environment

  • Requires the ability to identify risk within complex, interrelated programs; ability to assess dynamic situations objectively; and to make recommendations or decisions that best align with the corporate strategic objectives

  • Experience in implementing and maintaining accurate key performance measures relating to PMO and project management best practices such as building work breakdown structures, Waterfall/Agile/Scrum methodologies, etc.; experience with traditional SDLC methodologies

  • Requires highest level of competency with applying Program and Project Management techniques, tools, and methods. This includes stakeholder and vendor management, risk assessment, communication planning, resource estimating and the use of the MS Project and MSOffice suite of products

  • Must be a proponent/champion of change

Interpersonal skills (include personal interaction):

  • Ability to communicate effectively across multiple levels of the organization including managing through cross-business area or business unit prioritization discussions

  • Strong relationship building skills; Must be able to work collaboratively and cooperatively as a team member, fostering an atmosphere of trust and respect

  • Proven problem solving and negotiation skills in multi-party situations and recognized as being resourceful

  • Requires outstanding interpersonal, written, and oral communication skills and executive presentation skills

  • Requires ability to effectively build and manage external relationships with vendors, government agencies, and joint venture partners

  • Ability to influence all levels of staff and senior management in the decision-making process
