State of Massachusetts Assistant Director of Network and Security Services in Chelsea, Massachusetts
The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSS is seeking to hire a highly motivated individual to join theEOTSS Network and Security Services TeamasAssistant Director of Network and Security Services. Under the direction of the Director of Network and Security Services, the Assistant Director will be responsible for executing efficient and effective network and security support for the Commonwealth. This incumbent will lead small to large teams consisting of internal professionals and external service providers who are responsible for providing consistent operational support and availability. TheAssistant Directorwill be responsible for the continuous improvement of the underlying network and security services to ensure operating metrics and service level agreements meet or exceed our commitments. Additionally, the incumbent of this role will lead the effort to operationalize network and security tools for monitoring. The primary work location for this role will be at 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday thru Friday, 9:00AM to 5:00PM. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.The Network and Security Services teams are expected to expand to operate on a 24x7x365 basis.On-call, weekend support, and occasional travel may be required. Responsibilities: * Manage the day-to-day network and security support requirement for the Commonwealth enterprise for both on-premise and Cloud environments, in a 24x7x365 environment. * Manage the wide area communications network and ensure uptime service levels in excess of 98%. * Ensure network service delivery with high availability, responsive service, and optimized costs. * Provide direction to advance information security, LAN, WAN, server, and telecommunication technologies with the enterprise. * Direct the activities of three teams (Network Services, Security Services, and Network Security Operations) of engineers who provide network and security services in a 24X7X365 environment. * Manage the projects of a diverse technical staff while effectively interacting with end users, technology partners, vendors, and the Commonwealth's internal management and executive staff. * Manage vendor relations and contracts as needed. * Manage incident and service requests for the teams via an online ticketing/request system, direct involvement in incidents that cause service impact and act as an escalation point. * Provide enterprise network support and direction on long-range and short-range changes to the communications systems and services. * Ensure the highest level of compliance with IT and security policies as measured by external and internal audit engagements. * Manage multiple projects simultaneously across the teams and provide collaborative cross group solutions that benefit and enhance the environment. * Collaborate with the Senior Director to set and determine the strategic direction for network and security including network design, security analysis/design and implementation, definition and coordination of standards, project management and technology research. * Provide up to date system and network documentation and inventories. * Work closely with the monitoring group to ensure accurate and necessary visibility into the health of the environment. * Remain up to date on a broad range of network and security subjects, including infrastructure virtualization, storage, disaster recovery and data center systems, networking, security policies, database systems, etc. * Collaborate with the Senior Director to set yearly objectives and goals for the teams to accomplish. * Provide technical leadership and vision, mentoring, coaching, career development and feedback for performance management. * Review monthly expenses against budget and account for variances on a monthly basis; identify business investments or savings opportunities that will improve service and reduce overall year to year budget expenditures. Preferred Knowledge, Skills & Abilities: * Minimum of seven (7) years of Technical and/or Operational Management experience. * Minimum five (5) years of experience leading teams in a customer focused technology support role. * Experience managing and leading multiple projects simultaneously throughout various phases, effectively collaborating with cross-functional teams. * Demonstrated experience managing and developing multiple teams. * Willingness to take ownership of issues and ability to create and sustain a sense of urgency and accountability. * Excellent day-to-day operating management skills — ability to execute coupled with a disciplined approach and an ability to effectively manage risk. * Experience in a unionized setting. * Excellent written and verbal communication skills; interpersonal and collaborative skills; with the ability to effectively relate and communicate at all levels, including explaining technical matters in business terms. * Ability to read and understand system data, including, but not limited to, security event logs, sys logs, and firewall logs. * Experience with various security products such as Firewalls, IDS/IPS (network and host-based), VPN, VLAN, Routers, Switches, SIEM. * Must possess a valid driver’s license and clean driving record.The incumbent may be driving Commonwealth fleet vehicles or their own vehicle for job related purpose to agency supported sites for pickup or delivery of equipment, deskside assistance and/or verification of inventory. Education and Certifications: * Bachelor’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
