State of Massachusetts Data Center & Mail Services Assistant Director in Chelsea, Massachusetts

_About the Executive Office of Technology Services and Security_

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including: network management and security; computer operations; application hosting; desktop provisioning and management; and, modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

_The Role_

The Massachusetts Executive Office of Technology Services and Security is seeking to hire an Asst Director of Datacenter Servicesat our Chelsea & Boston locations. The primary role will be overseeing the mail & print room operation and Mainframe group, mentoring Management team, managing the budget and equipment lifecycle, adjusting workload schedules, and acting as the primary liaison with the US Post Service. The Asst Director of Datacenter Services position**requires practical experience with IT Operations, management of staff, Managing Budgets, Service Contracts, operation of mail & print room equipment and working knowledge of US Postal Service rules and regulations. The ideal candidate is detailed oriented and self-sufficient demonstrating service excellence, a pro-active and collaborative approach to service delivery and a strong customer focus.


  • Acts asAsst Director of Datacenter Services, with principal authority and responsibility for all unit activities and the work of the personnel within the following units: Mail & Print & Mainframe Services.

  • Provides guidance for planning, directing, of managed units.

  • Provides technical advice and assistance on the adoption of procedures to correct operational problems.

  • Identifies staff duties and responsibilities and establishes criteria for the evaluation of employee performance.

  • Evaluates staff performance.

  • Stay abreast of USPS regulations and current mail and print services technology making recommendations as necessary for maximum efficiency and optimization.

  • Monitor monthly metrics for all managed units

  • Participate in candidates Interviews for various positions within managed service areas and makes final decision on personnel actions such as hiring and promoting staff.

  • Ensures there is Participation in Disaster Recovery efforts, including travel, to test managed services.

  • Maintain strong management & supervisory leadership within managed units to provide autonomy and initiative within the group to grow and enhance their individual groups.

  • Work with business owners to define annual service level objectives and goals for the application and the specific service requests that will be needed to meet business needs.

  • Assume ownership of assigned unit budgets, ensuring that all expenditures are within budget. Maintains all necessary financial tracking sheets.

  • Prepares and maintains reports as required

  • Ensure Managers provide team and supervisors with staff development activities for their unit. This should include employee development goals, including annual evaluation of work performed.

  • Direct all unit activities to ensure that the work is adhering to the published schedule; is following all unit methodology and workflow standards; and is involving business owners and end users appropriately.

  • Develop a deep understanding of the applicable business processes and the features and capabilities of the supported services to ensure business needs are satisfied in the most effective way.

  • Act as backup support for over allDatacenter Service

Please note: This role will require onsite training.

_Preferred Knowledge, Skills & Abilities:_

  • 5 years of management experience

  • 5 years of mail/print experience

  • Strong overall understanding of IT operations

  • Practical experience with Mainframe, Batch Scheduling, IT Monitoring, 24X7 Operations

  • Practical experience with Mail and Print Services

  • Strong vendor and contract management skills

  • Ability to determine and establish priorities and objectives

  • Ability to develop and implement effective procedures and policies and to instruct employees accordingly

  • Ability to identify staff duties and responsibilities and establish criteria for and conduct performance evaluations

  • Ability to assess hardware and software and advise superiors on the need for upgrades

  • Ability to prepare clear and concise statistical reports based upon analysis and research of related data

  • Ability to recognized, investigate and resolve problems in a time constrained environment

  • Ability to understand and follow complex oral and written instructions

  • Strong oral and written communication; ability to give oral and written reports

  • Ability to establish and maintain harmonious working relationships

_Education & Certifications:_

  • ITIL foundation certification preferred


Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.


I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
