State of Massachusetts Director, Data Analytics and Resources Bureau in Chelsea, Massachusetts

The Division of Local Services (DLS) seeks a dynamic individual with experience in technical management and data analytics to lead its Data Analytics and Resources Bureau (DARB). The Director/Chief of the Data Analytics and Resources Bureau is the primary strategist and business owner for the DLS websites, data, and applications. The position is focused on technical governance and charged with ensuring the effective use of technology to enable DLS and the cities/towns across the Commonwealth to achieve their goals. IT governance is the framework that provides a formal structure for organizations to ensure technical business investments support business objectives. To create this framework, the Director must deliver on the important elements including content/value delivery, strategic alignments, performance management, resource management and risk management. The DARB Director achieves these elements by establishing priorities, developing solutions, monitoring expenditures, implementing plans, and modifying procedures/systems. Technical governance must also take stakeholders' interests into account, as well as the needs of staff and the processes they follow. The position must exercise long-term strategic and policy planning and operate under broad mission guidance from the Senior Deputy Commissioner. The Director/Chief must think and act strategically and must exercise independent judgement. Technical governance is an integral part of overall enterprise governance, and this position plays a key role in this effort. The manager is responsible to actively promote the professional and career development of employees, including active recruitment, retention, and engagement activities. The position is customer focused, including responsibility for ensuring that their staff provides quality customer service. The successful candidate will: * Support and oversee the Data Analytics and Resources Bureau, overseeing operations and supporting its supervisors and staff to ensure efficient operations and to maintain a supportive, respectful work environment. * Acting as the business owner and chief strategist, work with DLS management and staff and ANFIT’s web development manager and staff to determine business needs and apply that knowledge to the maintenance and continual enhancement of the DLS Gateway web application. * Oversee the cherry sheet and local aid distribution process including the maintenance of the local aid tracking system during the state budget process and the preparation and distribution of associated narrative explanations. * Act as chief strategist for the DLS website, aligning DLS business needs and objectives with Mass.gov guidelines and technical limitations. Use analytics to understand use patterns which in turn drive content and structure revisions. Ensure page designs and posted content conform with DOR and Mass.gov policies; design pages and edit/post content as needed. * Promote DLS’s expanding use of data analytics in support of division and bureau objectives. * Represent DLS interests in DOR technology projects, to provide DLS staff with the best and most appropriate technology resources available; provide guidance to the Commissioner’s office on DLS technology uses and needs. * Act as liaison with EOTSS/ANFIT (as an ITL-Information Technology Liaison) and work with Modern Workplace staff and the Commissioner’s office on infrastructure projects. Open incident tickets to resolve staff equipment issues when needed and intervene in ticketed incidents where EOTSS response is not meeting expectations. * Represent DLS publicly as guest speaker at municipal association meetings and trainings. * Represent DLS on internal task forces, working groups, committees etc. including chairing the DLS Analytics Review Board, and participating in the DOR Tableau User Group. the ITL user group, Modern Workplace task force and other groups as required. * Promote IT best practices in accordance with all applicable regulations. /As part of the Future of Work initiative, the agency is adopting a hybrid work model.  Hybrid work is a mix of in-office work and telework. This position will work remotely some days and in-person on other days. / /The recommended candidate will be subject to extended background checks by this agency and the Executive Office of the Governor./ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
