State of Massachusetts Director of Municipal and School Technology in Chelsea, Massachusetts

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSSis seeking to hire aDirector of Municipal and School Technologywho will report directly to the Deputy Chief Engagement Officer. This position oversees the Office of Municipal and School Technology (staff of five), which administers cybersecurity training to municipalities and school districts, educates on technology best practices, and consults on common municipal challenges. The Director also serves as the EOTSS lead point of contact with the Division of Local Services, and the Community Compact Cabinet, while also serving as a liaison with the MA Tech Collaborative. The primary work location for this role will be at1 Ashburton Place, Boston MA. The work schedule for this position isMonday thru Friday, 9:00AM to 5:00PM EST.This position would be expected to follow ahybrid model of reportingto work that combines in-office workdays and work from home days as needed. Additional Responsibilities: * Oversee the Office of Municipal and School Technology – working closely with municipalities, state agencies, and quasi agencies to develop a deep understanding of the technology challenges facing communities across the Commonwealth. * Develop strategies to address these needs through technology offerings and various grant programs. * Work with EOTSS senior leadership and managers to develop a support model for municipal services, policies, procedures, and program evaluation. * Oversee the Community Compact IT best practices in partnership with DLS – which allows participating cities and towns across the Commonwealth to share experiences, best practices, and business solutions. * Assign the necessary resources to communities to ensure successful project implementation. * Work closely with cities and towns to develop metrics to track program outcomes. * Represent EOTSS on the Cyber Resilient MA Municipal subgroup in partnership with the MA Tech Collaborative. Preferred Knowledge, Skills, and Abilities: * Five (5) to eight (8) years of IT project management and business analysis related experience with knowledge to develop a support model for municipal services and exposure with Municipal technologies. * Five (5) to eight (8) years of supervisory related experience with managing and mentoring a small to medium sized team in a large IT enterprise environment. * Experience effectively working with a diverse range of organizations, from a staffing, budget, and competency perspective. * Experience working with, and an understanding of, local government * Experience facilitating group collaboration and leveraging technology platforms to promote collaboration. * Excellent human relations, communications, and analytical skills, planning and organizational proficiency, and excellent business judgement. * Understanding of technology analysis, development, and industry best practices. * Evidence of ability to lead, and work within, a team to promote a collaborative work environment. * Experience in maintaining a high level of customer satisfaction Education and Certifications: * Master’s Degree in computer science, Information Systems, Business Administration or other related field, or equivalent work experience. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
