State of Massachusetts Technical Project Manager in Chelsea, Massachusetts

The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSS is seeking to hire aTechnical Project Manager (PM)to join theProject Management Office Team (PMO). The PMO Team is responsible for the migration of applications to AWS or other physical data centers.The Technical PMwill manage the processes, standards, and technologies used to maintain the IT project portfolio and schedule for the Agencies.The Technical PMwill report to the Senior Director of Cloud Services and work directly with agency leadership, business groups, and EOTSS staff to meet operational goals. The primary work location for this role will be at 200 Arlington Street, Chelsea, MA, 02150.The work schedule for this position isMonday through Friday, 8:00am – 4:00pm EST. This position would be expected to follow ahybridmodel of reporting to work that combines in-office workdays and work from home days as needed. Responsibilities: * Create PowerBI dashboards to support the reporting needs of the unit to executive management and other stakeholders. * Liaise with the executive/ senior leaders for planning and implementation purposes. * Align project goals to achieve the strategic vision and operating architecture, defining the people, processes, tools, and technology. * Collaborate with business and technology partners to elicit, analyze, translate, and document business requirements into technical requirements. * Coordinate project resources to ensure that projects are delivered on time and within budget. * Prioritize and coordinate the appropriate projects and programs. * Provide managers/ executives with a process to identify potential problems earlier in the project lifecycle and the visibility to take corrective action before anything impacts results. * Ensure informed decisions and governance through bringing together all project collaborators, data points, and processes in a single, integrated solution. * Create a unified view of project, program, and portfolio status; achieved within a framework of rigorous control and governance; ensuring all projects consistently adhere to business objectives. * Maintain up to date, comprehensive documentation consistent with EOTSS practice and policies. * Develop and document technical standards, practices, and policies to meet the needs of business users and technical staff consistent with EOTSS practices and policies. * Evaluate information gathered from multiple sources, reconcile conflicts, and creatively manage solutions for existing or new problems. * Attend Scrum meetings (standups, retrospectives, and demos) and set sprint goals, reporting progress at demo days, and quarterly meetings with leadership. Required Skills, Knowledge & Abilities: * At least five (5) years of Project Management experience implementing principles and approaches, with the ability to manage projects from conception to delivery on time/budget. * Ability to build trusted relationships with stakeholders, managers, and employees at all levels. * Strong verbal and written communication skills with the ability to effectively present information to both technical and non-technical individuals. * Proven experience demonstrating competency in proposing, documenting, justifying, and presenting findings or alternative PM approaches for projects. * Strong organizational, analytical, and problem-solving skills with the ability to assess/ summarize information and effectively identify issues/risks and potential resolutions. * Experience with Process Design and Process Improvement. * Ability to work effectively both independently, and as part of a team, sharing information and working collaboratively to solve problems and make decisions. * Ability to take on ad hoc tasks such as requirement gathering or QA testing. * Experience with various methodologies; Agile (Scrum) or Waterfall. * Strong working knowledge of the O365 (Teams, Excel, Visio, Project, etc.) preferred. * Knowledge or previous experience with state government/public sector processes and procedures is a plus. * Working knowledge of business intelligence and reporting tools is preferred. * Knowledge of platforms such as AWS, Azure, and Google Cloud Platform preferred. Education & Certifications: * Bachelor’s Degree in Computer Science, Information Systems, Business Administration or other related field, or equivalent IT work experience. * Project Management Professional (PMP) certification is desired but not required. * SAFe, CSM, or equivalent certification(s) are desired, but not required.
