GDIT has an opportunity for a dynamic and collaborative leader on CMS’ Retiree Drug Subsidy(RDS) Program to direct all IT development and operations supporting CMS in modernizing existing software systems and developing new products in an agile environment with DevSecOps methodologies, practices, and processes. GDIT provides full software development lifecycle, delivery, infrastructure, education, training, and operational expertise for a variety of applications for the RDS program. RDS systems support Plan Sponsors applying for the RDS program and receiving subsidy payments with public-facing and secure web-based facing applications with over 15K registered users. GDIT provides RDS with program and project management, business requirements analysis, solutions architecture, software engineering, COTS support, operational support, education and training, infrastructure support.

The successful candidate will be an experienced Project Manager with a long track record of successful custom software delivery. The PM is responsible for supervising all IT personnel, managing customer relationships, and overseeing delivery driving process and quality improvement. The ideal candidate will be a change agent, not content with the status quo. Additionally, the PM must be an expert in Agile delivery and able to implement best practices from past experiences. Outstanding written and verbal communication skills are an absolute necessity in this role. The role requires the ability to successfully juggle priorities in a fast-paced environment with multiple concurrent work streams.

Responsibilities:

  • Establishing and implementing business and technology objectives in collaboration with CMS

  • Managing RDS IT at strategic level for CMS with Modernization Roadmaps, timelines, schedules, and milestones

  • Effectively managing personnel while being accountable for the quality and timely delivery of all contractual items.

  • Directing multiple projects including project identification, design, development, and delivery.

  • Conferring with team to provide technical advice and to assist with problem resolution.

  • Managing special projects that involve the successful coordination of multi-functional teams.

  • Aligning resources and coordinating efforts across IT to modernize RDS Systems by automating processes, enhancing user experiences, and fostering innovation

  • Directing DevSecOps teams implementing CI/CD pipelines, IaC, containerization, and automated test cases.

  • Facilitating continual communication with the stakeholders and continual cross team communications through frequent meetings with DevSecOps managers, teams, CMS, and business owners.

  • Promoting transparency for all through JIRA, Dashboards, Confluence, and Slack

  • Managing IT budget/forecasting, IT SOW deliverables, resourcing, and directing project work

  • Directing Value Stream Mapping, PI Planning, and other planning with CMS to identify goals, establish success criteria, construct roadmaps, and define product increments.

  • Working with teams to practice continuous improvement in processes and tooling maintaining CMMI L3 certification.

  • Integrating Human-Centered Design (HCD) into software development for modernizing systems to create better user experiences through communication, collaboration, experimentation, and discovery

  • Working with the program director to provide effective and efficient management of the contractor's effort

  • Reviewing risk and risk mitigation activities

  • Performing business development including the preparation and review of technical proposals.

  • Coordinating and monitors sub-contractor activities in IT

  • Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.

  • Prepares and provides various reports and technical reviews to senior management as requested.

Requirements

  • Bachelor’s degree in Computer Science (or related field)

  • 10+ Project Management experience which involves multiple tasks, changing priorities, and timely actions, and experience

  • Prior Management experience working with the Centers for Medicare and Medicaid (CMS) and ideally the Division of Payment Reconciliation (CPI)

  • 5+ years experience managing in an Agile environment .

  • 5+ years experience with DevSecOps practices

  • IT Management and leadership experience involving multiple stakeholders, complex integrations scenarios, and large project teams with diverse skill sets.

  • Experience with technology solutions delivery and guiding technical staff with familiarity of Agile methodology.

Skills:

  • Deep understanding of Agile processes including both Scrum and Kanban

  • Understanding of modern software development architecture (Containers, DevSecOps, Modularity, Cloud native services, APIs.)

  • Experience with HCD, VMS, and UI design

  • Understanding of CMS’ RDS Program

  • Experience using Agile Tools such as JIRA, Confluence, and Slack

  • Demonstrated leadership in process improvement and innovation.

  • Outstanding written and verbal communication skills.

  • Excellent Organizational and Planning skills

  • Very strong customer relationship management skills with proven experience

  • Ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativeness.

  • Strong Leadership and Team Building skills
