ManTech USAF Growth Portfolio Manager in Hanscom, Massachusetts

Currently, ManTech is seeking a motivated, career and customer-oriented USAF Growth Portfolio Manager to join the team located near a major USAF customer.

The USAF Growth Portfolio Manager will be responsible for executing the growth strategy of the overall portfolio. The focus of the growth strategy is centered around 1) Air Force Materiel Command (AFMC): Air Force Life Cycle Management Center (AFLCMC) and Air Force Sustainment Center (AFSC); 2) Air Combat Command (ACC): HQ and 16th Air Force (16 AF); and 3) USAF SAP programs. Execution of the growth strategy will include pipeline management and opportunity identification, customer engagement, teaming, solutioning, proposal leadership, and transition readiness. The Portfolio Manager will work with the Division Manager, Business Development team, Technical Director, Program Managers, Chief Growth Office, Sector Proposal Office, and Innovation & Capabilities Office in order to accomplish these results. The Portfolio Manager should have a good grasp of ManTech’s Technical Focus Areas (TFAs): Cognitive Cyber; Mission/Enterprise IT (M/EIT); Analytics, Automation, and AI (A3); Intelligent Systems Engineering (ISE); and Data at the Edge (D@tE). The Portfolio Manager will also responsible for leading the planning, staffing, and budgets to ensure the timely delivery of contractual commitments to the Government. Strategize, direct, and coordinate activities within the team and work with partners to ensure customer requirements are met. Develop long-term and strategic objectives to ensure that end-user customer requirements will be satisfied in future years of the contract. Ensure technical solutions and schedules are implemented in a timely manner. Provide supervision, training, and direction to staff. Accountable for meeting contractual performance criteria and due dates. Coordinates activities in support of government program managers and teams that support the provisioning, design, installation, maintenance, and requirements for services.

Performance shall include:

  • Responsibility for management of all aspects of USAF contracts to include leadership, technical performance, personnel, and financial performance;

  • Providing strategic vision, leadership, and mentorship/training to program managers, deputies, and high-potential employees;

  • Growing the business through on-contract growth and new business pursuits;

  • Communicating daily within the Division and Sector, as well as customers, Site Leads, and Senior Subject Matter Experts (SMEs) to identify and resolve problems and challenges to ensure sound execution of contracted effort to include successfully resolving issues requiring senior level (Government and corporate) attention;

  • Travel to various program sites as necessary to ensure sound program execution;

  • Identify, develop, and implement efficiencies that enhance productivity and/or reduce overall contract costs to the Government.

Experience:

  • 15 years of Government services experience, including 10 years of portfolio/program management experience;

  • Proven track record of growing a portfolio;

  • Experience working with USAF organizations, including: AFMC (HQ, AFLCMC, AFSC, AFTC), ACC (HQ, 16 AF), USAF SAP, and others;

  • History of executive-level leadership, managing a team of managers.

Education:

  • Bachelor’s degree (Master’s degree preferred).

Clearance:

  • Current Top Secret clearance with SCI eligibility (TS/SCI).

  • Strong leadership skills and the ability to develop/lead a high performing team focused on the customer’s mission;

  • Outstanding analytic and problem solving skills;

  • Strong leadership skills required, including a thorough understanding of how to interpret customer needs and translate them into operational requirements;

  • Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships;

  • Must have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners;

  • Understanding of Corporate enterprise operations (Contracts, HR/Recruiting, Security, Finance/Accounting, Facilities, etc.);

  • Working knowledge of Microsoft Office (Word, PowerPoint, and Excel);

  • Possess a high degree of originality, creativity, initiative requiring minimal supervision;

  • Willingness to travel within the organizational Area of Responsibility (will include both air and ground transportation).

Physical Requirements:

  • Must be able to remain in a stationary position 50%.

  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Constantly operates a computer and other office productivity machinery, such as a computer printer.

  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.
